COUNCIL MEMBERS PRESENT: Mayor Ringer, Councilmen Boughton, Brown, Jones, Haddox, McIlhaney, Gardner COUNCIL MEMBERS ABSENT: None STAFF PRESENT: Assistant City Manager Ragland, City Secretary Jones, City Attorney Locke, Director of Capital Improvements Ash, City Engineer Pullen, Assistant City Engineer Smith, Police Chief Strope, Public Information Officer Calliham, Council Coordinator Hooks STUDENT GOV'T LIAISON: Kevin Buchman VISITORS PRESENT: See guest register. AGenda Item No. 1 - Council Concerns. Councilman McIlhaney reported that the stop sign at the inter- section of Sebesta Road and Sandstone Road is tilted downward and needs repair. Mayor Ringer stated that he officially appointed Mr. Gib Sawtelle to serve as Community Center Advisory Committee liaison to the Historic Preservation Committee. Also, Joan Lamkin was appointed to serve as alternate liaison from the Community Center Advisory Committee to the Historic Preservation Committee. The mayor announced that the City received a Certificate of Appreciation and a refund check for $6000.00 from the Supercon- ducting Super-Collider Foundation. The Council was reminded by Mayor Ringer that November 5, 1987 will be Youth Government Day and that any suggestions the Council might have, should be mentioned to the city staff. 06402 CITY COUNCIL WORKSHOP MEETING WEDNESDAY, OCTOBER 21, 1987 Page 2 Agenda Item No. 2 - City Manager Concerns. Acting City Manager Ragland reported that City Manager Cole may be released from the hospital on Friday, October 23rd. Agenda Item No. 3 - Discussion of Selective Traffic Enforcement Program and TRASER Grant Proposal. Police Chief Michael Strope presented the item. He explained that the State Department of Highways and Public Transportation proposes implementation of two programs designed to reduce traf- fic accidents within the City. He stated that the Selective Traffic Enforcement Program and TRASER project total $96,239. He described the two programs. 1) TRASER program is the software program which allows the Police Department to analyze statisti- cally when, where, and what violations are occurring within the City. This program will also allow better management of re- sources. 2) Selective Traffic Enforcement Program (STEP) pro- vides funds for officers' salaries to allow placement of officers at the selective time and locations where the accidents are oc- curring. Chief Strope explained that if the grants are approved, the STDHPT will continue to fund the project on a decreasing funding amount for a three-year period, as follows: 100% funding for the first year, 75% funding for the second year, and 50% funding for the third year. Councilman Brown asked if the second and third year contributions from the city could be worked into the police budget without largely increasing it. Chief Strope replied that he would need to request an increase in his budget for years two and three. Mayor Ringer asked if the Police Department utilizes a personal computer at this time. Chief Strope stated that the Police Department does not have a personal computer; the needed system is a stipulation for the program and will cost $1200-$1400. He stated that funds are available for this purchase. Councilman McIlhaney asked Chief Strope if he felt the savings derived from these programs would offset the expense. Chief Strope replied that a priority concern of the police department is traffic enforcement. He stated that he foresees the traffic congestion and accidents in College Station to continue growing; and, by consistently working the various locations, the police department can reduce the number of accidents. He added that the 96405 CITY COUNCIL WORKSHOP MEETING WEDNESDAY, OCTOBER 21, 1987 Page 3 City will be able to provide a better service and, in the long run, accomplish savings. AGenda Item No. 4 - Discussion of proposed Stormwater Management Plan. Assistant City Engineer Smith presented the item. He referred to a summary of the revisions made to the Plan since the previous presentation, and stated that the staff held meetings with devel- opers, engineers, and FEMA representatives to modify the ordi- nance in response to their concerns. Now, the proposed ordinance is ready for final consideration by the Council. Councilman Brown asked what concerns did the developers have when presented with the modifications. Mr. Smith stated that they seem supportive of the ordinance as presented. Their concerns reflected whether the City would fulfill the maintenance respons- ibility. Some expressed concerns regarding the policy require- ments relating to the regulatory reach of the System. Staff modified this section to accommodate both the staff and develop- ers. Councilman Haddox noted that he attended one of the meetings, and as an observer he felt that the information was well received by the developers. Mr. Smith pointed out that because of the drainage study, the staff will be able to provide developers with computer related data to help in planning for new development; this provision will help decrease the costs for developers. Councilman McIlhaney inquired about the requirement for engineer- ing figures on individual property rather than the entire devel- opment. Mr. Smith replied that the requirements of the ordinance will be enforced, but the drainage permit requirements on single family dwellings will not be required. AGenda Item No. 5 - Adjourn.
