Agenda Item No. 1 - To consider the Brazos County Emergency Communication District. Judge Dick Holmgreen introduced the item and described the pur- pose of the 911 system. Judge Holmgreen stated that the 70th Legislature passed legis- lation to give governmental entities having a population of 120,000 or more the opportunity to form a 911 District. State law provides that the operations of such districts may be fi- nanced by levying a 6 percent surcharge on the basic service por- tion of local service telephone bills. He explained that imple- mentation of this program should be made before January 1, 1988. If not, the State will levy a surcharge on phone bills, and dic- tate the enforcement of the system. "06353 JOINT CITY COUNCIL MEETING WEDNESDAY, SEPTEMBER 9, 1987 Page 2 He explained that officials from Brazos County, Bryan, and College Station appointed a joint task force to study the needs for a community-wide district. The task force recommended that a Board of Managers should be appointed and initially call an elec- tion. The Board of Managers would be selected as follows: two members to be appointed by the County Commissioners, two members to represent the cities, one member from the volunteer fire de- partment, and one non-voting member from GTE. Sargeant Jeff Haislet, City of Bryan, showed an overhead presen- tation to demonstrate different options available for a 911 system. He described the BASIC 911 system. This system receives the call, the information is obtained, and the appropriate emer- gency unit is sent to the location. The ENHANCED 911 system identifies the incoming telephone number and the actual location of the distressed caller, through a computer screen placed in front of the dispatcher. Sgt. Haislet continued to describe the ENHANCED 911 system. He stated that one of the advantages of the district would permit the improvement of the existing 911 service, in addition to ex- tending it to areas without service at this time. He pointed out that the task force determined the most feasible operation is establishment of a centralized dispatched center. Initially, a staff of approximately 44 people would be employed to operate the center, eventually eliminating local dispatchers used currently. Haislet's presentation was followed by a discussion among several councilmen who expressed concerns about the cost effectiveness of creating a need for additional labor. City Manager Cole emphasized that the purpose of this meeting is to determine if it is in the best interest of the county and the citizens to establish an emergency comunication district and form a Board of Managers. Bryan Councilman John Mobley moved that each governing body ap- point a Board of Managers for establishing an emergency com- munication 911 district in Brazos County. College Station Councilman Pat Boughton seconded the motion. Judge Holmgreen clarified that an officer's term will be for two years on a stag- gered basis. Each governmental entity moved to executive session to discuss appointments to the Board of Managers. Agenda Item No. 3 - Action on Executive Session item. Bryan Councilman Larry Catlin moved to appoint College Station City Councilman Fred Brown and Bryan City Manager Ernie Clark as the appointees representing the Bryan City Council, College Station City Council and the Wixon Valley Alderman. College Station Councilman Pat Boughton seconded the motion which was approved unanimously. Brazos County Commissioner Walter Wilcox moved to appoint County Judge Dick Holmgreen and Mr. Wesley Summers as the county's ap- pointees to the Board of Managers. Commissioner Turner seconded the motion which was approved unanimously. The Volunteer Fire Department appointed Ron Mayworm as their representative to the Board of Managers. The non-voting member will be represented by General Telephone Company. Agenda Item No. 4 - Adjourn.
