CITY COUNCIL WORKSHOP MEETING
WEDNESDAY, JULY 22, 1987
4:00 P.M.

Agenda Item No. 1 - Council Concerns.
Councilman Boughton stated that she has spoken with Ms. Baker, a
resident who received a complaint from neighbors regarding the
high grass on her property. Ms. Baker grows and maintains wild-
flowers and she does not feel the high grass and weeds ordinance
protects citizens. Mayor Ringer asked staff to research this
further.
Mayor Ringer reported that there is a pothole at Montclair and
Jersey Street.
Agenda Item No. 2 - City Manager Concerns.
City Manager Cole mentioned that a reception will be held at 3:00
p.m. in the Council Chambers for Administrative Assistant Cindy
Magoon who is leaving the city.
Mr. Cole also mentioned that Municipal Court will be moving from
city hall to their new facility at the Police Station on August
13-14; therefore, court will be closed during that period. Mayor
Ringer suggested that the court delay the move until the follow-
ing week, to accommodate the students.

Agenda Item No. 3 - Discussion of bike prohibitions on State
Hwy. 30.
City Engineer Pullen explained that the staff has evaluated traf-
fic safety on SH 30 and determined that improvements made to SH
30, along with signalization and lighting projects have enhanced
the safety of SH30 to the point where bike prohibitions are not
necessary.
Mayor Ringer expressed concern for bicyclists traveling on Texas
Avenue. Councilman Haddox stated that conditions have been cor-
rected on SH 30 and he does not believe allowing bicyclists on
Hwy. 30 will create a problem on Texas Avenue. Mayor Ringer
disagreed and stated that bicyclists on Texas Avenue cause a
hazard to themselves and motorists. Mayor Ringer commented that
bicyclists should be prohibited on Texas Avenue south to
Southwest Parkway.
Agenda Item No. 4 - Discussion of landfill operations and permit
revisions.
Assistant City Manager Ragland explained that the Council pre-
viously approved a proposal adding 14 acres to the landfill.
Since that time, the staff has determined that the city would
benefit by changing the mode of operation from the "trench
method" to an aerial method called "progressive slope". Mr.
Ragland stated that this action will increase the depth ten feet
and height ten feet. As a result of this change, it will be nec-
essary to reroute the drainage ditch. Mr. Ragland noted that ad-
ditional landfill life would be extended to 19 years and addi-
tional costs associated with the modification will total
$65,000.
City Engineer Pullen presented a slide presentation showing the
existing landfill site and the surrounding areas. He explained
the current "trench method" used for disposal of garbage. Mr.
Pullen added that the current drainage ditch will be relocated
around the landfill in the Phase I area allowing an additional
four acres of land.
Mr. Pullen stated that the Council will have an opportunity to
consider this item at their regular meeting.
City Manager Cole reiterated that the creek is only a gradual
outflow and not a continuous water creek.
