HomeMy WebLinkAbout10-13-88-20 - Resolution - 10/13/1988 RESOLUTION NO. ~10-].3-88-20 WHEREAS, Texans pay a 9 cents per gallon fuel tax into the Federal Highway Trust Fund, a user fee which is then apportioned to the state to acquire, con- '~ struct and maintain their highways; WHEREAS, Texas receives approximat.ly $800 milllona ~.ar WHEREAS, from the Federal Highway Trust Fund; these federal funds pay for building over half our highways in Texas; .lip WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, since i917 when federal highway funds were first given to the states, Texas has used 100% of these fund exclusively for its roads and bridges; federal highway funds are returned to reimburse us for spending constitutionally dedicated Texas state highway user fees; it has recently been suggested the federal highway reimbursements should be diverted to other un- specified purposes; such a diversion of dedicated highway funds would cripple the state's highway maintenance program, end its long-term planning, and cancel critical new road projects, including many in our area; using federal highway reimbursements for purposes other than our roads would violate the public trust by breaking the government's pledge that those who use the highways should pay for their construction and maintenance; protecting the substantial investment in our high- ways and improving them will help encourage economic growth and create jobs in Texas; Ill WHEREAS, Texas voters can guarantee this unnecessary raid on our dedicated highway funds never takes place by voting for Proposition I, the GOODS ROAD AMENDMENT to the Texas Constitution, in this November's Presidential election; RESOLUTION NO. 10-13-88-20 Page 2 WHEREAS, Proposition I appears at the end of the ballot as "The constitutional amendment and/or clarification providing that federal reimbursement of state highway dedicated funds are themselves dedicated for the purpose of acquiring rights-of-way and constructing, maintaining and policing public roadways." NOW, THEREFORE BE IT RESOLVED, the College Station City Council supports Proposition I to insure dedicated federal highway funds received by Texas are spent only for their in- tended purpose of improving our highways and encourage its citizens to vote in support of this amendment.
