AN ORDINANCE DECLARING THE NECESSITY FOR THE CONSTRUCTION OF A
PORTION OF HOLLEMAN STREET IN THE CITY OF COLLEGE STATION,
PROVIDING THAT THE ABUTTING PROPERTY OWNERS ON SAID PORTION SO
CONSTRUCTED BE ASSESSED A SHARE OF THE EXPENSE, PROVIDING FOR A
PUBLIC ItEARING, AND PROVIDING A SAVING CLAUSE IN THE EFFECTIVE
DATE.
WHEREAS, the City Council hereDy declares the necessity for the
construction of a portion of Holleman Street in the City of
College Station, Texas, by raising, grading, filling the same,
installing concrete curbs and gutters, paving, sidewalks and
installing drains, inlets and storm sewers as provided in the
plans, wlth necessary incidentals and appurtenances, at the
locatlon described as follows in that portion of Holleman Street
from Texas Avenue to East Bypass Feeder Road (West), all as is
shown on the plat attached hereto as Exhibit A. That the
Director of Capltal Improvements has provided estimates for the
construction, attached hereto as Exhibit B.
NOW, THEREFORE, be it ordained by the City Council of the City of
College Station:
That the property owners of the abutting property on said portion
of sald street to be improved and constructed be assessed a
proportionate cost of said improvements, same to be on a per
linear foot basis for curb and gutter, sidewalks and paving. The
cost of the curb, sidewalks and gutter shall be borne by the
property owners and the cost of the paving to be shared by the
property owners and the City in proportion provided by law.
Notice shall be given by advertisement inserted at least three
(3) times in a newspaper published in the City as required by
Article l105-b of the Texas Revised Clvil Statutes of a public
hearing to be had on the ordinance providing for such
improvements to be made and assessing property owners and fixing
a lien against the abutting property to cover the cost of said
improvements.
II.
That the City Attorney shall be authorized to secure any
easements necessary, by purchase or condemnation, for street
construction.
III.
This ordinance shall be cumulative of all ordinances
in the City

of College Station, Texas, and in the event of any conflict with
any prior ordinance the terms and provisions of this ordinance
shall be controlling.
IV.
This ordinance shall become effective and be in full force and
effect from and after its passage and approval by the City
Council and duly attested by the Mayor and City Secretary.

EXHIBIT "A"
Looking at all these possibilities for the construction of the
proposed project the staff recommends that we enter into a
re-desisn on the Holleman Street project, widen the project to
47 feet, purchase additional right-of-way from Lassie Lane to the
Post Oak Hall site which would make the total right-of-way width
in that section 70 feet and build a 47 foot section in the
existing right-of-way from Texas Ave. to Lassie Lane. Tabulating
all these costs we see the following:

includin8 construction costs, right-of-way costs,

Presently in the Capital Improvements Program Budget there exists
$660,000.00 for the Holleman Street project. A total for this
portion of Dartmouth of about $300,000.00 and since the Welsh
St. project vas cancelled a total of $$95,000.00 included in the
CIP which could be diverted to use at this location. This makes
the total usable funds /or the project available of
$1,555,000.00.
If you will refer to the attached sheet with the assessment
estimates at the bottom portion of the sheet the total amount of
assessment is $764,800.00. As has been previously stated it is
the staff's opinion fo~ the construction of the .
Dartmouth/Holleman project with Holleman being buzlt to 47 feet
in width from Texas Avenue to the Post Oak Hall as outlined in

ASSESSMENT ESTIMATES FOR THE HOLLEMAN PROJECT

For the sake of estimating the amount of assessment for this project
have used a 1 foot section of an ideal asseaable street section
according to ordiuance 608. According to 608 we can assess 100% of
the cost of curbs gutters and sidewalks, aud 90% of all other coats
involved in the construction of a street with a 38' pavement width.
The unit costs for items of work are based on the Engineer's Estimate
prepared for this project by Jerry Bishop and Associates. The item
"other costs" were calculated by totaling the costs of al! items not
specifically listed as items except for the bridge and dividing that
total by the total length, in feet, of the project. This gives an
average cost per foot of the "other costs".

This comes out to be $44.95 per foot of project. Assessed at 90%
makes the assessable part of this portion $40.46 per L.F.
