Agenda Item No. I - Call to Order
Mayor Ringer called the meeting to order at 7:00 p.m.
AQenda Item No. 2 -Awards, Presentations, and Proclamations
Fire Chief Kennedy accepted the proclamation for Fire Prevention Week.
Police Officer Darrell Luedke accepted the proclamation for Crime Prevention Month
Diane Craig of Brazos Beautiful presented a sign to attach the city limits sign as a
designation of the Keep Texas Beautiful proud community in recognition of Brazos
Beautiful's total programs, beautification, volunteerism, and waste reduction.
Mayor Ringer presented an historic plaque to Rodney and Susan Hill of 119 Lee Avenue.
Ac~enda Item No. 3 - Presentation by Dr. Nolan Shipman, M.D. on "Comprehensive
Regulation of Tobacco Products".
Dr. Shipman spoke to the council on the issue of enforcing current laws regulating
consumption of tobacco products by minors. Overhead visuals were presented for the
audience. He described statistical information produced by the Town of Woodridge,
Illinois. He emphasized his viewpoint toward this issue and urged the council to take
steps toward enforcement by passing a similar ordinance.
Councilman Crouch made a motion to direct staff to review the sample ordinance
provided in the council packet regarding sale of tobacco products to minors and to review
legislation governing second-hand smoke and report back to the council.

Councilman Kennady seconded the motion.
Mayor Ringer asked the staff to perform preliminary work regarding this issue and confer
with the police department and place this item on the council agenda in a month. The
motion carried unanimously, 7-0.
Councilman Mcllhaney thanked Dr. Shipman for taking the time to make this
presentation.
A.qenda Item No. 4 - Statutory ARenda
(4.1) Approval of Ordinance No. 2035 setting the per ton landfill charge at the Rock
Prairie Road Landfill, the effective rate is $19.50.
(4.2) Approval of Bid ~93-64 to approve the purchase of Gentry Engineering Software
package for Public Utilities Electric Division, total expenditure $41,250. Staff
recommended award to Gentry Systems, Inc. as only bidder meeting specifications.
(4.3) Approval of Bid #93-58 to approve a map system board of Public Utilities, total
expenditure $19,985. Staff recommended award to Monitor Map Board Systems
Company as only bidder meeting specifications.
The statutory agenda items were approved unanimously.
Agenda Item No. ,5 - Consent Agenda
(5.1) Approval of minutes for Workshop Meeting, September 8, 1993, Executive Session,
September 9, 1993 and Regular Meeting, September 9, 1993.
(5.2) Approval of request from James and Allyson Butler in the Quail Run Subdivision for
sanitary sewer service.
(5.3) Approval of authorization for City Manager to execute agreements with individual
property owners providing for rental rehabilitation loans through the City's rental
rehabilitation program to subsidize the rehabilitation cost of rental units located in various
locations throughout the city.
(5.4) Approval of a request for a General Fund Contingency Transfer in the amount of
$12,276 for the concession operations at Wolf Pen Creek Amphitheater and three softball
tournaments.
(5.5) Approval of a resolution approving FY 1993-94 budget submitted by the Brazos
County Emergency Communication District.
(5.6) Approval of a resolution reflecting the City Council's review of the Municipal Water
Pollution Prevention Environmental Audit Report.
The agenda items were approved by common consent.

Agenda Item No. 6 - Public hearing on the ad valorem tax rate of 44.50 cents per
$100 valuation, and setting a time and date for City Council action on the ad
valorem tax rate (September 28, 1993 at $:30 p.m.)
Mayor Ringer opened the public hearing.
Dick Birdwell, 1401 Post Oak Circle, addressed the Council. He suggested several
changes to avoid raising taxes in the proposed budget by reducing $575,000 of funds
toward: merit fund, convention visitors bureau, travel and training, consultants, delay fire
station No. 3 for one year, and delete three of the proposed personnel.
Helen Pugh, 601 Fairview, addressed the Council. She asked the council to study ways
to refrain from spending taxpayer's money and eliminate waste. She opposed the
proposal to raise taxes.
Dick Startzman, 2009 Oakwood Trail, spoke to the council of his position toward the tax
rate.
Don Koenig, 9200 Waterford, addressed the Council in support of the tax rate to retain
the quality of life in College Station.
Phil Kelby, 9212 Timberknoll, addressed the Council in support of the tax rate if the cost
of service is justified.
Ken Cochrum, 2723 Celinda Circle, spoke in favor of the tax rate.
Mayor Ringer closed the public hearing.
Councilman Schneider made a motion to set the date for adopting the tax rate on
September 28th, 5:30 p.m. Councilman Hickson seconded the motion which carried
unanimously, 7-0.
Agenda Item No. 7 - Hear Visitors.
W.P. Strube, Jr., 14 Golfview in Hilltop Lakes made several comments regarding his
application for the job of Recycling Coordinator with the City of College Station. He
summarized his letter provided to the council.
Agenda Item No. 8 -Adjoum.
Mayor Ringer adjourned the meeting at 8:20 p.m.
