WEDNESDAY, APRIL 21, 1993

Mayor Ringer opened the meeting at 4:15 p.m.
Aqenda Item No. 1 - PROCLAMATIONS
"Public Service Recognition Week": Asst. Personnel Director Julie Bailey and
employees were present to accept the proclamation. Mayor Ringer thanked the
employees for all their hard work.
"National Employee Health and Fitness Week": City employees, Julie Bailey, Cheryl
Rayner, and Sandy Langwell accepted the proclamation on behalf of the city.

Councilman Crouch removed Agenda Item No. 2.5 - Camp Dresser & McKee to perform
comprehensive evaluation of wastewater treatment facilities and equipment.
Councilman Crouch mentioned that she spoke with officials from the City of Brenham at
the TML Region X meeting. In the conversation, they spoke of a composting machine
that uses sludge mixed with unrecycled garbage. She shared this information with the
council to let them know of such technology to make everyone's job easier.
Mayor Ringer added that the City of Brenham and Navasota received grants through
BVDC from state funds to look at composting in the seven county region.
Mayor Ringer asked a question on Agenda Item No. 2.7 - License to Encroach Lot 90,
Block 1, Southwood Terrace Section 2. He asked how future property owners will be
aware of the fact that the owners will not hold the cities liable, etc. City Attorney Locke
replied that this document is recorded at the County Clerk's office.
Mayor Ringer referred to Agenda Item No. 2.12- Ordinance regarding Food Manager
Certification.
Steve Gonzales of the Brazos County Health Department remarked that he has not
received responses from the Restaurant Association.

Councilman Crouch suggested this item be postponed until proper notification is given
to all restaurants.
Discussion was held by the council relating to the notification of all restaurants and
other interested parties.
Agenda Item No. 3 - High Efficiency Air Conditioning Rebates and Good Cent~ Home
Incentives Programs.
Asst. Director of Management Services Charlie Shear introduced Yvonne Brast of the
Energy Department.
Mr. Shear explained two programs, High Efficiency Air Conditioning Rebates and Good
Cents Home Incentives. These programs meet the city's philosophy of proactivity and
cost of service. He presented a slide presentation including budget analysis.
Mr. Shear remarked that the program is for replacement air conditioners as well as air
conditioners for new construction.
The council urged the staff to continue with the programs.
Aq_enda Item No. 4 - Texa~ Avenue Widening Project - Street~cape Improvements.
City Planner Jim Callaway addressed two areas of importance related to the Texas
Avenue widening project. First is the streetscape plan, and secondly, the traffic flow
improvements and traffic safety factors.
Transportation Planner Edwin Hard presented three scenarios of streetscape plans for
the Texas Avenue widening project. Council expressed their ideas and vision for the
project.
Mr. Hard presented slides of various types of median designs. He discussed the plans
for sidewalks, jogging trails, bike paths. Development Services Director Ash added
comments. Discussion was held on cost impact.
The Council directed staff to include medians in the plan.
Staff asked council to consider the following recommendations:
A) Include basic streetscape enhancements at the Walton/Texas Avenue intersection
and a median as part of the Texas Avenue Widening project.
B) Approach TAMU to fund enhanced versions of the Texas/Walton intersection design.
C) Commit to issuance of certificates of obligation to fund improvements.
Discussion followed.
Aaenda Item No. 5 - Councilmember's request on policy !~ues for future coun,~
meetin_o aqendas.
Councilman Crouch made a motion to add an item to the regular meeting agenda on
the proposed legislation amending the Texas Education Code. The motion was
seconded by Councilman Schneider which carried unanimously 4-0.

Aqenda Item No. 6- Committee Reports:
Councilman Crouch delayed her presentation on the Making Cities Livable Conference.
She commented that she made a presentation to the vision planning committee on her
trip to South Carolina.
The group was very receptive.
Councilman Brown was not present to report on the County Health Department.
Agenda Item No. 7 - Council Calendars.
Councilman Schneider commented that he would like to see the council begin to work
on the comprehensive plan.
Aqenda Item No. 8 - Council convened to Fire Department.
Fire Chief Kennady presented a tour of the Central Fire Station. He gave a presentation
on the current Fire Department services, facilities and programs as well as the
Department's goals and objectives in the next five years. This presentation included
components in the next fiscal year budget.
