He mentioned that this guide would include a local hotel guide, a restaurant
guide, attractions, a calendar of events and parks and recreation facilities. The
guide is expected to be available October, 1995.
Councilman Schneider commended the Visitors Bureau on this effort.
Councilman Hickson arrived at the meeting at 4:12 p.m.
Mr. Forester mentioned his plans to present a balanced budget of the
Convention and Visitors Bureau.
Councilmembers expressed satisfaction toward this project.
A.qenda Item No. 3 - Presentation by plannin.q staff to periodically place
banners at specific locations within the city to promote the Brazos Valley
Symphony concerts.
Staff Planner Kuenzel came forward to present this item. In 1992, the Council
amended the Zoning Ordinance to allow community oriented signs on a case by
case basis. This is a request from the Brazos Valley Symphony Pops to erect
three banners advertising this year's performances to be held on May 7th.
One location is Wolf Pen Creek, corner of Dartmouth and Holleman. The Parks
Department expressed concern about the size of the banner because of other
activities being held at WPC within 30 days before the Pops concert. Another
location is on the baseball fence at Central Park, and lastly, is the water tower
location.
Mayor Ringer mentioned that banners are not allowed across Texas Avenue.
Councilwoman Crouch remarked that the selected WPC sign location may deter
the view of the park's beauty.
Mayor Ringer suggested the possibility of placing a permanent marquee fixture
at Wolf Pen Creek to display all upcoming events.
Councilman Schneider expressed concerns regarding the effectiveness of these
particular signs.
Mayor Ringer mentioned there are banners on the water tower for different types
of events. PARD Director Steve Beachy pointed out that signs are placed on the
ballfield fence regularly. He said a banner alone does not provide an effective
tool for advertising.

Councilman Schneider mentioned the possibility for staff to determine whether or
not banners should be placed in these locations. Mayor Ringer said the council
should consider particular guidelines for this area.
Councilwoman Mcllhaney also expressed concerns with the location of banners
at Wolf Pen Creek.
Mayor Ringer suggested removing this item from the Thursday night consent
agenda.
Staff Planner Kuenzel mentioned that the request from the Brazos Valley
Symphony is for this event and all events thereafter.
Councilmembers consented to direct staff to look into the placement of a
permanent sign at Wolf Pen Creek.
A_~enda Item No. 4 - Discussion of performance evaluation process for the
City Mana_~er. City Secretary, City Attorney and City Jud.cle:
City Manager Ron Ragland introduced Mr. Chris Hartung. Mr. Hartung has
extensive background in the performance evaluation process and has been an
instructor for the supervisory classes held within the city organization.
Mr. Chris Hartung came forward to discuss the evaluation process. He
presented three objectives of the process as follows:
1. To establish expectations of performance
2. To provide for the objective measurement of performance.
3. To provide for regular feedback concerning actual job performance.
Mayor Ringer emphasized that the current evaluation system entails categories
which address expectations, but is oriented to a supervisor who observes the
employee daily. He said that the council does not observe the City Manager,
City Secretary, City Attorney and City Judge on a daily basis. Therefore, it is
very difficult to answer the questions outlined on the evaluation form.
Councilmembers discussed suggestions to enhance the evaluation process and
added personal observations of the process. Councilman Kennady mentioned
the need for a council priority list. Councilwoman Mcllhaney also mentioned that
the system should develop competence and continuity for the appointed officials
and throughout the city. She further added the desire to identify the measurable
criteria of the appointed officials, as well as the elected officials. A process
should be in placed for the appointed officials to evaluate the city council.

Councilwoman Crouch said there is a definite lack of input from and
communication with the appointed officials. Councilman Schneider added that it
is important to create a comfortable environment to promote effective dialogue.
Mr. Hartung reviewed the principles of an effective performance appraisal listed
below:
1. Provide for a method of judging the job, not personal characteristics.
2. Provide for development of specific goals and standards of performance that
are tied to the organization's goals, in advance, with involvement of the
employee.
3. Provide honest, specific, and objective feedback about actual job
performance.
4. Be consistent and fair.
5. Provide a written record of the agreement and results of evaluation.
6. Be tied to overall city policies.
After several comments by the City Council, Mr. Hartung further reviewed two
key elements of the performance appraisal process.
Development of purpose statement reflecting organizational goals and
standards.
Development of key indicators of performance based upon the purpose
statement.
Mr. Hartung mentioned that a customer focuses on five criteria to evaluate a
service.
1. Appearance and Image
2. Technical Ability
3. Promptness
4. Build a sense of reliability

5. Warmth and personal attention
Mr. Hartung discussed key indicators of performance, specifically the
measurements for results, not activities.
Further comments were expressed by councilmembers.
Mayor Ringer recommended a special adhoc subcommittee of council for this
project. This committee will consist of Councilwoman Crouch and Mcllhaney and
Councilman Hickson. Councilwoman Crouch shall chair this committee.

Revitalization/Code Enforcement & Planning - TAMU; Ends Statement~
Employment/Prosperity -- Discussion of a proposal as recommended by
the Council Finance & Budget Committee to allocate funding for
development of a master plan for the Northgate area and designate certain
funding for the Colle.qe Main reconstruction project as well as other
Northaate infrastructure projects.
Councilman Kennady presented this item. He thanked the staff and the
individuals from Dallas who worked on the Northgate pilot project.
The committee proposed the allocation of $15,000 dollars and an estimated
$60,000 from the General Fund oil and gas royalties toward the College Main
Reconstruction Project.
Councilman Kennady showed pictures of this area. He shared historical
information on the Northgate area from the "College Station, 1938-1988", Debbie
Lynn Balliew.
Assistant Director of Development Services Callaway came forward and
presented additional information on this project. Specifically, he discussed
proposed funding toward three projects outlined below:
1. College Main Street Infrastructure Reconstruction Project.
2. Architectural Historical Survey of the area.
3o Possible participation in the Main Street Programs.
Community Development Administrator Jo Carroll outlined possible Community
Development Block Grant Funding appropriations.
Concluding comments were expressed.

Amendment to add Precinct 2 to the Notice of Election to be held on May 7,
1994. (Ordinance No. 2059)
Councilman Schneider made a motion to declare this item an emergency.
Councilwoman Crouch seconded the motion which carried by a vote of 5-0,
Councilman Kennady absent.
Councilwoman Mcllhaney moved approval of Ordinance No. 2059 adding
Precinct No. 2 to the Notice of the City Election. Councilwoman Crouch
seconded the motion which carried by a vote of 5-0. Councilman Kennady
absent.
Agenda Item No. 7 - Committee Reports
Councilwoman Crouch updated the Council on the Expo Park Committee. She
presented copies of the minutes from a meeting held with the University, County
and the two cities representatives on the idea of locating the Special Events
Center elsewhere, possibly on FM 2818.
Councilwoman Crouch mentioned that the Brazos 2020 Vision kickoff is May 21.
The event will be held at the vacant Walmart building in Bryan. Walmart is
donating space free of charge. She said there will be speakers from other cities
who have gone through a visioning process, booths that represent various
theme categories and visioning exercises to give the citizens a chance to
participate in activities.
Councilwoman Mcllhaney mentioned that Dr. Glass is in town and is interviewing
different representatives throughout both cities. The committee outlined a plan.
Agenda Item No. 8 - Council Calendars
Groundbreaking ceremonies for Fire Station #3 is March 29, 1994 at 12:00
noon.
The open house and ribbon cutting ceremony for the new Community
Development Office is 4:00 p.m. on March 29, 1994.
Mayor Ringer mentioned that Elrey Ash would like to set up a meeting at 4:00
p.m. Friday, March 25, 1994 with the Development Policies Subcommittee.

Mayor Ringer pointed out that B/CS has been chosen as Capital for the Day by
the Governor's office. He said that Governor Richards and several state agency
leaders will be in the community. Complete details of the event will follow.
