HomeMy WebLinkAbout1986-1655 - Ordinance - 06/12/1986ORDINANCE NO. 1655 AN ORDINANCE AMENDING CHAPTER 1 OF THE CODE OF ORDINANCES OF THE CITY OF COLLEGE STATION, TEXAS, BY ADDING A SECTION 24 ESTAHLISH- ING GUIDELINES FOR CONSIDERATION OF REQUESTS FOR DIRECTIONAL SIGNS IN PUBLIC RIGHTS-OF-WAY IN THE CITY OF COLLEGE STATION. WHEREAS, the City of College Station City Council regularly re- ceives requests from organized groups asking permission to locate directional signs for special events; and WHEREAS, the City Council is of the opinion that directional signs in rights-of-way should be allowed temporarily to advertise special events; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: That Chapter 1 of the Code of Ordinances of the City of College Station, Texas, is hereby amended by adding a new Section, to be numbered Section 24, which said section shall read as follows: "SECTION 24: GUIDELINES FOR CONSIDERATION OF REQUESTS FOR DIREC- TIONAL SIGNS IN PUBLIC RIGHTS-OF WAY Upon the filing of an application with the City Manaqer of the City of College Station, he shall review and may author- ize the placing of directional signs advertising special events. Qualified special events will be evaluated based upon benefit to the community. Any application shall be processed for a fee of $25.00 and shall be filed within the office of the City Manager. The City Manager shall review the application based upon the criteria in subsection A. In the event the City Manager denies the application, applicant may appeal the decision to the City Council. Upon receipt of written notice of an appeal from applicant,the City Secretary shall place the application on the next available council agenda. Ce Upon the approval of an application, the City Manager shall issue a permit which shall authorize the location of no more than fifty (50) directional signs in the rights-of-way of city streets. Ordinance No. 1655 Page 2 Ug A permit shall be valid for a period of three days. Removal of all signs shall be required within twenty-four (24) hours of the expiration of the permit. A bond or cash deposit in the amount of $100.00 shall be required to assure removal of the signs. In the event that the City Manager determines that all signs have not been removed within twenty-four (24) hours of the expiration of the permit, he shall notify the Public Services Department to remove the signs, and he shall apply the funds to the reimbursement of the City for the removal of the signs. E. No directional sign shall be located: (1) In the sight distance triangle of intersections as it is defined in the Zoning Ordinance. (2) Within ten (10) feet of any curb or roadway in the event that there is no curb. (3) On any state highway or roadway without a permit from the State Department of Highways and Public Transporta- tion. F. All signs should be constructed of paper or cardboard mater- ial and no sign shall be greater in size than 3' x 3'." G. This ordinances does not regulate the placement of political signs. A person who violates any of the provisions of this section is subject to a fine of not less than Twenty Dollars ($20) and no more than One Thousand Dollars ($1,000), as provided for in Article 4.14 of the Texas Code of Criminal Procedure. II. This ordinance is and shall be in full force and effect from and after its passage and approval by the City Council and duly attested by the Mayor and City Secretary.
