HomeMy WebLinkAbout08-10-95-R-8 - Resolution - 08/10/1995q so[ution NO. 8-10-95-R-8 A RESOLUTION AUTHORIZING THE COMMUNITY DEVELOPMENT ADMINISTRATOR TO PREPARE THE CITY OF COLLEGE STATION 1995-1999 CONSOLIDATED PLAN; AUTHORIZING THE COMMUNITY DEVELOPMENT ADMINISTRATOR TO PREPARE AND SUBMIT THE CITY OF COLLEGE STATION'S 1995 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT; DESIGNATING THE MAYOR AS THE REPRESENTATIVE FOR THE CITY AND SETTING FORTH SOME OF THE DUTIES; AUTHORIZING HUD REPRESENTATIVE AND THE FEDERAL COMPTROLLER GENERAL TO EXAMINE RECORDS RELATIVE TO THE GRANT; APPOINTING THE MAYOR AS THE LOCAL FEDERAL OFFICIAL AND ACCEPTING THE JURISDICTION OF THE FEDERAL COURTS; AND PROVIDING AS EFFECTIVE DATE. WHEREAS, the City of College Station, Texas is a Texas Home Rule City possessing the legal authority to apply for the accept the Federal Grant described as the Community Development Block Grant ('CDBG) Programs; and, WHEREAS, the program will be conducted and administered in conformity with the Federal Legislation and Regulations referred to in the Community Development Development Act; and, WHEREAS, the citizens of College Station have been furnished adequate information concerning Community Development program; and, WHEREAS, the citizens have been given adequate opportunity to participate in the development of the City's application for the CDBG and HOME program WHEREAS, the City of College Station is willing to implement the assurances provided in the application, NOW THEREFORE, BE IN RESOLVED BY THE CITY COUNCIL OF COLLEGE STATION, TEXAS THAT: Section 1. The Mayor of the City of College Station is hereby authorized to sign and submit, as the official act of the City, to the Department of Housing and Urban Development (HUD), the 1995- 1999 Consolidated Plan and the 1995 Action Plan for federal funds for the purpose of participating in the CDBG, HOME, ESG, and HOPWA Entitlement Programs. The application shall include the Statement of Commtmity Development Goals and Objectives, Projected Uses of Funds, and the Assurances, all of which items are herein approved. Section 2. The Mayor of College Station is hereby designated as the individual authorized as the representative of the City of College Station in connection with the plans. He/She is authorized to provide such additional information as may be required, and to execute whatever forms or docmnents are determined by the Secretary of HUD as necessary to effectuate or implement the Assurances in the application. Section 3. any authorized representative of HUD or the Comptroller General is hereby granted the right of access to examine all records, books, papers, or documents related to the grant. Section 4. The Mayor of the City of College Station, Texas is hereby appointed, and consents to the appointment, as the responsible local federal official under the National Environmental policy Act of 1969 insofar as such provisions apply and to accept the jurisdiction of the federal courts for the purpose of enforcement of his or her responsibilities as such an official. THIS RESOLUTION SHALL BE EFFECTIVE IMMEDIATELY UPON ITS PASSAGE AND ADOPTION. APPROVED AND ADOPTED at a regular City Council meeting on this 10th day of August, 1995. CITY OF COLLEGE STATION Larry J.
