SPECIAL MEETING
MONDAY, OCTOBER 28, 1996
12:00 NOON
COUNCILMEMBERS PRESENT: Mayor Mcllhaney, Councilmembers Hickson,
Fox, Mariott, Birdwell, Martin
COUNCILMEMBERS ABSENT: Mayor Pro Tem Kennady
STAFF PRESENT: Assistant City Manager Brymer, City Secretary Hooks,
Acting City Attorney Nemcik, Director of Economic and Community Services Ash,
Community Development Director Carroll, and Economic Analyst McDaniel
Mayor Mcllhaney called the meeting to order at noon.
Agenda Item No. 1 -- Authorize staff to neqotiate sale of property located at
201 College Main, 321 Patricia, 317-319 Patricia to Texadelphia Sandwiches
and Sports, Inc.
Mayor Mcllhaney noted that the special meeting was scheduled due to this item
being tagged by council at the last regular meeting.
Assistant City Manager Brymer explained the bid procedure for this item.
Additional explanation was expressed by Mayor Mcllhaney about the city's
position in redeveloping the Northgate area as a public/private partnership.
Councilmember Martin expressed his views in opposition to the sale of this
property. He added that he is in favor of Northgate redevelopment but at the
responsibility of the private sector.
George Sopasakis, owner of Burger Boy restaurant, addressed the Council. He
made reference to meetings held by the Northgate Revitalization Board and
Providing Customer Service Excellence

objections expressed at these meetings about parking issues. He expressed
frustration about the city's lack of participation in his efforts to relocate.
Discussion concluded and council made the following action. Councilman
Hickson made a motion to authorize the sale of this property to Texadelphia
Sandwiches and Sports, Inc. The motion was seconded by Councilman Mariott
which carried by a vote of 5-1, Councilman Martin voted against the motion.
Mayor Mcllhaney directed staff to proceed with meetings scheduled with Mr. and
Mrs. Sopasakis and keep the council informed of the progress.

Mayor Mcllhaney adjourned the meeting at 12:40 p.m.
