HomeMy WebLinkAbout08-12-97-5-b - Resolution - 08/12/1997 (F so[ution NUMBER: 8-12-97-5-b A RESOLUTION BY THE CITY OF COLLEGE STATION, TEXAS, ADOPTING A i997 COMPREHENSIVE PLAN FOR COLLEGE STATION. WHEREAS: The City Council of the City of College Station determined a need for a new Comprehensive Plan to guide development in the community; and WHEREAS: The City Council determined that this plan would include a Land Use Plan, A Park and Open Space Plan, a Thoroughfare Plan, a Water System Plan, a Wastewater System Plan, an Urban Design Plan, a list of potential Capital Improvements Projects, and a set of recommended implementation and financing mechanisms; and WHEREAS: The City retained the services of Hellmuth, Obata and Kassabaum, Inc. (HOK, Inc.) in August of 1994, to be the lead firm in developing this new Plan, and WHEREAS: HOK, Inc. contracted with Barton Aschman for the Thoroughfare element of the Plan, and WHEREAS: HOK, Inc. contracted with Camp Dresser & McKee for the Utility element of the Plan, and WHEREAS: the consultant team worked closely with City staff, members of the City Council and Planning & Zoning Commission since the project began; and WHEREAS: the consultant team actively sought public participation and input through a community-wide survey and extensive community workshops; and WHEREAS: the draft Plan was revised and modified in response to comments from the public, City staff, City Councilmembers and Planning & Zoning Commissioners; and WHEREAS: The Planning & Zoning Commission held public headngs on September 11, 1996 and on October 7, 1996 to gather input from the public on the Comprehensive Plan, and WHEREAS: the Planning & Zoning Commission, at their October 7, 1996 meeting recommended approval of the Comprehensive Plan to the City Council; and WHEREAS: The City Council held public headngs on October 7, 1996 and on May 22, 1997 to gather input from the public on the Comprehensive Plan: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: 1) The City Council approves and adopts the attached Comprehensive Plan as prepared and modified by the City's planning consultant team; 2) The Comprehensive Plan be incorporated into a final report that documents the project as conducted by the consultant team; and 3) The City of College Station incorporate the Comprehensive Plan as the official City policy regarding the City's growth and development, including land use, thoroughfares, parks, open space, urban design, and the provision of City services including water distribution and wastewater collection and treatment.
