I63& AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION, TEXAS, ON SATURDAY, APRIL 5, 1986, FOR THE ELECTION OF A MAYOR, COUNCILMAN, PLACE 2, COUNCILMAN, PLACE 4, AND COUNCILMAN, PLACE 6; FIXING THE TIME, PLACE AND MANNER OF HOLDING THE ELECTION AND APPOINTING JUDGES AND CLERKS THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: A general election shall be and the same is hereby ordered to be held on the first Saturday in April 1986, the same being April 5, 1986, for the purpose of electing a mayor and a councilman, place 2, a councilman, place 4, and a councilman, place 6. Said election shall be held in conjunction with the College Station Independent School District Board of Trustees Election, whereby an election precinct is to be served by a common polling place and election judge. A single ballot form at each polling place, to contain all the offices to be voted on at that polling place, shall be used, provided, however, that no voter shall be given a ballot containing any office on which the voter is ineligible to vote. The polls shall be opened promptly at 7:00 A.M. and shall be closed promptly at 7:00 P.M. The City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to giving notice of the election and preparing the official ballots. The City Secretary shall serve as Absentee Voting Clerk. The election will be held at the following places and the election officials shall be, for the purpose of this election, as follows: Polling Place No. 8, at South Knoll Elementary School in said City and said District, with Sue Melton as Presiding Judge and Miriam Moses as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 9, at College Station Community Center on Jersey Street in said City and said District, with Peggy C. Owens as Presiding Judge and Norman K. Waggoner as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Ordfnance No. 1634 Page 2 Polling Place No. 10, at College Station Police Station in said City and said District, with Audrey BuntinG as Presiding Judge, Ruby Freeman as Alternate Judge; and said PresidinG Judge shall appoint no more than 4 clerks to assist her. and Polling Place No. 24, at College Hills Elementary School in said City and said District, with Cecil A. Parker as Presiding Judge, and Erma Smith, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 31, at A&M Consolidated High School in said City and said District, with Vi Cook as Presiding Judge, and Jean McDermott as Alternate Judge, and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place NO. 32, at College Station Fire Station No. 2 on Rio Grande Drive in said City and said District, with Kay Parker as Presiding Judge, and Marilyn Hooker, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 33, at Lincoln Center in said City and said District with Paul VanRiper as Presiding Judge, and Blossie Payton, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 34, at College Station Central Fire Station in said City and said District, with Mary Lou Johnson as Presiding Judge, and Dorothy Holland, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 35, at the A&M Presbyterian Church, 301 Church Street, in said City and said District, with Debi Carroll as Presiding Judge, and Lorilei Bauder, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Absentee voting in said election shall be conducted in Conference Room A in the City Hall of the City of College Station, Texas. The Absentee Votinq Clerk shall provide for absentee voting at least eight (8) hours on each day which is not a Saturday, Sunday or an official city or State holiday. The following persons are hereby appointed as the Absentee Ballot Board to count the absentee ballots: Presiding Judge: Clerks: E. E. Burns To be named by the Presiding Judge Punch card voting machines shall be used for voting at the fore- going election precincts, and electronic counting devices and equipment shall be used for counting the ballots at said election. 00 b?, Ordinance No. 1634 Page 3 The Council Room of the College Station City Hall, 1101 South Texas Avenue, in said City and said District, is hereby established as the Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the Office of the City Secretary of the City of College Station. The following persons are hereby authorized and approved as persons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots. (a) Presiding Judge: E.E. Dean (d) Tabulation Supervisor: Chris Longley (e) Clerks: To be named by the Presiding Judge The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election counting process: (a) Mayor and members of the City Council of the City of College Station, Texas (b) The Board of Trustees of the College Station School District (c) The City Secretary and designated members of the staff (d) The City Manager of the City of College Station (e) The Superintendent of schools and designated members of the staff (f) The County Judge and members of the Commissioners Court of Brazos County (g) The Attorney General of the State of Texas or his authorized representative (h) The County Clerk of Brazos County (i) Candidates for the Office of Mayor and City Council (j) Candidates for the Office of Board of Trustees A committee is hereby established of the following persons to hold a Ccmputer Accuracy Test prior to the start and subsequent to the count of the voted ballots to ascertain that the computer will accurately count the votes cast for the offices to be voted upon in said election: (a) Mayor Gary Halter (b) Board President John Reagor (c) City Secretary Dian Jones (d) Assistant Board Secretary Mary Lynn Galloway (e) City Manager King Cole (f) School Superintendent Ray Chancellor (g) Presiding Judge E.E. Burns Ordinance No. 1634 Page The Mayor of the City of College Station is hereby authorized to sign an official ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS as prescribed by the Texas Election Code, said ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION to be attached hereto and recorded as a part of this Ordinance. The Mayor of the City of College Station is hereby authorized to sign an official NOTICE OF GENERAL ELECTION as set forth in a form prescribed by the Secretary of State of Texas; and a copy of the the NOTICE OF GENERAL ELECTION, when published in a newspaper of general circulation in the City of College Station, shall serve as proper notice of the election ordered by this Ordinance. ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS An election is hereby ordered to be held on Saturday, the 5th day of April, 1986, for the purpose of electing a Mayor, a City Councilman, Place 2, a City Councilman, Place 4, and a City Councilman, Place 6. Absentee voting by personal appearance will be conducted each weekday at the College Station City Hall, 1101 South Texas Avenue, College Station, Texas, between the hours of 8:00 a.m. and 5:00 p.m. beginning on Monday, March 17, 1986, and ending on Tuesday, April 1, 1986.
