Noe City Council Steve Esmond Ron Silvia Swiki Anderson Larry Mariott Anne Hazen MINUTES COLLEGE STATION CITY COUNCIL Workshop Session Thursday, February 11, 1999 at 5:00 p.m. City Hall Council Chambers COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Pro Tem Hickson, Counci[members Mariott, Hazen, Esmond, Silvia, Anderson STAFF PRESENT: City Manager Noe, City Secretary Hooks, City Attorney Cargill, Jr., Management Assistant Edward Broussard, Asst. PARD Director Ploeger, Purchasing Manager Turney, Assistant City Manager Brymer, PARD Director Beachy, Water and Wastewater Superintendent Riley Mayor Mcllhaney called the meeting to order at 4:03 p.m. Agenda Item No. 1 -- Discussion of consent agenda items listed for the regular meeting. The Mayor noted that Item No. 13.8 related to the crepe myrtle plantings by TXDOT was removed by TXDOT and will be placed on a future agenda. Mayor Pro Tem Hickson asked a question about Item No. 13.6. This item'related to the award of bid to Sparkling Maintenance Service Corporation for janitorial services. Cheryl Turney, Purchasing Manager replied that the city contacted references on this company. Agenda Item No. 2 -- Presentation of proposed site plan for Edelweiss Park. Asst. PARD Director Ric Ploeger stated that the neighborhood park consists of 12.3 acres acquired in 1996 through parkland dedication process. The park is located on Victoria in the Edelweiss Estates Subdivision. t includes a detention pond to serve the entire subdivision. Mr. Ploeger described the site plan. Consideration will be made by council at the February 25th meeting. Councilman Esmond arrived at 3:07 p.m. No action was required on this item. Bill Riley, Water and Wastewater Superintendent introduced Joe King, P.E. of Metcalf& Eddy, Inc. and Jim Joyce, P.E. Odor & Corrosion Technology Consultants, Inc. They presented the results of an odor control study at Carter's Creek Wastewater Treatment Plant and discussed the implementation plan which included priority improvements and preliminary projection of probable capital costs. The consultants responded to questions by councilmembers. Councilman Silvia made a motion to direct staffto negotiate professional services and fees with Metcalf and Eddy to continue with engineering design and construction oversight phase of the contract. Motion seconded by Councilman Mafiott which carried 5-1. FOR: Mcllhaney, Silvia, Hickson, Mariott, Hazen AGAINST: Esmond ABSENT: Anderson Agenda Item No. 4 -- Discussion and possible action on the cost estimate to widen Mnuson Avenlle. Public Works Director Mark Smith presented the following cost estimates to widen Munson Avenue between Gilchfist and Lincoln streets. The assumptions for the project scope was based on: · 38 ft. pavement width · 60 ft. fight of way width · sidewalk on both sides of street · street lighting installed to meet current standards The existing street section is 29 feet wide and is contained in a 50 ft. fight of way. There is currently sidewalk on one side of the street. Project estimate is $1,486,000. Councilman Anderson arrived to the meeting at 3:40 p.m. Staffresponded to councilmember's questions on cost estimates including impact of land acquisition. No official action was required on this item. Council Workshop 2/11/99 Page 3 A~enda Item No. 5 -- Discussion and possible action on options for site acquisition and master plan development for Council Strategic Issue No. 17 - City Hall Center. Assistant City Manager Tom Brymer presented this item per council direction from the workshop of November 12th. He noted that the capital improvement advisory committee last year ranked the land acquisition for this project as No. 12. The voters approved the land acquisition of $I,560,000 for a city center on November 3rd. He provided the strategic issue action plan in the council packet. Mayor Pro Tern Hickson made a motion to place on a future agenda the appointment ora citizens advisory committee to assist the Council in the selection ora site. Motion seconded by Councilman Mariott which carried unanimously, 7-0. Agenda Item No. 6 -- Legislative Items. PARD Director Steve Beachy submitted a letter to Council on a bill filed by Senator Buster Brown related to lifting the current "cap" on the allocation of sporting goods sales tax to the Texas Parks and Wildlife Department. Staff sought assistance of the mayor and council in supporting this issue. No objection was made by council. A letter will be drafted for the Mayor's signature. Aeenda Item No. 7 -- Committee Reports City Manager Noe presented a schedule for future Legislative Committee meetings. He noted that the County wishes to discuss issues related to the water planning effort on the part of the statewide water group. Agenda Item No. 8 -- Agenda Requests by Councilmembers Mayor Mcllhaney reported that she will place Mr. Esmond's pending request on February 25th meeting._ Agenda Item No. 9 -- Council Calendars Council Workshop and Regular Meetings, 2/25 Mayor's Brunch, 2/26 Y2K Public Meeting, Brazos Center, 2/18, 7:00 p.m. Staffand Council were asked to look at calendars for council retreat. Agenda Item No. 10 -- Executive Session and staff reports will immediately followin? the workshop meeting in the Training Room Staff and Legal Reports {LGC 551.075 } Pending and Contemplated Litigation {LGC 551.071 } Bryan v.
