COUNCILMEMBERS PRESENT: Mayor McIlhaney, Councilmembers Hazen,
Mariott, Silvia, Esmond, Anderson
COUNCILMEMBER ABSENT: Mayor Pro Tem Hickson
STAFF PRESENT: City Manager Noe, City Secretary Hooks, City Attorney Cargill,
Jr., Assistant City Manager Brymer, Transportation Planner Hard
Agenda Item No. 1 -- Public hearing, discussion and nossible action re~arding an
initiative ordinance on Munson: Four options are as follows:
a. Adopt the initiative ordinance, or
b. Adopt the initiative ordinance and amend the initiative ordinance, or
c. Amend or repeal Ordinance No. 2355 closing Munson and median located on Ashburn,
or
d. Adopt and approve the ordinance calling a special election to be held on May 1, 1999.
City Attorney Cargill, Jr. explained the available options.
Mayor McIlhaney opened the public hearing. The following individuals spoke on this
issue.

Mayor McIlhaney closed the public hearing.
Councilman Anderson made a motion to adopt Ordinance No. 2363 providing for a
special election on May 1 for an initiative ordinance allowing vehicular traffic tong
Munson Drive fi.om Lincoln Avenue to Harvey Road. Seconded by Councilman Mariott
which carried unanimously, 6-0. Councilman Hickson absent.
Councilman Esmond made an amended motion to add a second item to the ballot with
language that states that the city shill issue $5.5 million in street improvement bonds for
the widening of Munson Avenue. Motion died for lack of a second.
Council directed staffto return at a future workshop with cost estimates for the widening
of Munson Avenue.
Mayor Mcllhaney made reference to a letter received by the Stephen Miller on additional
ballot propositions. No discussion was held.
Councilman Hazen made a motion to remove the trial barricades at Francis and Ashburn.
Motion seconded by Councilman Esmond Motion carried 4-2.
