COLLEGE STATION CITY COUNCIL
SPECIAL MEETING
Wednesday, September 8, 1999 at 12:00 noon

COUNCILMEMBERS PRESENT:Mayor McIlhaney, Mayor Pro Tem Mariott,
Councilmembers Silvia, Hazen, Garner, Massey, Maloney
STAFF PRESENT: Acting City Manager Brymer, City Secretary Hooks, City Attorney
Cargill, Jr., Public Relations and Marketing Manager Chapman, Director of Public Works Smith,
Fire Chief Giordano, Director of OTIS Piwonka
Mayor Mcllhaney called the special emergency meeting to order at 12:00 noon.
Motion made by Mayor Pro Tem Mariott to consider this emergency meeting because of the
public necessity to ensure continuation of basic city services due to the sudden resignation of
City Manager Skip Noe. Motion seconded by Councilman Silvia which carried unanimously,
7-0.
Mayor McIlhaney stated that she received a resignation letter from the Skip Noe prior to the
meeting. She announced that the council would convene into executive session to discuss
personnel pursuant to Section 551.074 of the Open Meetings Act to consider the appointment
and evaluation of public officers.

a. Appointment of Interim City Manager
Council returned from executive session at 1:45 p.m.
Mayor Pro Tem Mariott made a motion to accept the resignation of City Manager Skip Noe.
Councilman Garner seconded the motion which carded unanimously, 7-0.
Council Special Meeting 9/8/99
Councilman Maloney made a motion to appoint Tom Brymer as Acting City Manager.
seconded by Councilman Silvia which carried unanimously, 7-0.
The executive and special sessions were adjourned at 1:50 p.m.
