Special Meeting
Friday, May 21, 1999 at 11:00 a.m.

COUNCILMEMBERS PRESENT: Mayor McIlhaney, Councilmembers Mariott, Silvia, Maloney,
Massey, Garner, Hazen
STAFF PRESENT: City Manager Noe, Public Works Director Smith, City Engineer Mosley, City
Secretary Hooks, City Attorney Cargill, Jr., Graduate Civil Engineer Simoneaux
Agenda Item No. 1 -- Bid No. 99-75 Consideration and possible action on construction of Graham
Road Rehabilitation.
Mayor McIlhaney opened the meeting at 11:03 a.m.
City Manager Noe introduced the item. StaffEngineer Frank Simoneaux presented plans of the proposed
construction phases. Discussion was held on the impact of the construction during the school year.
Questions were asked by councilmembers about the type of street pavement and ongoing maintenance
cost. Comments were made on the maintenance of Victoria Avenue.
Staff indicated that extra attention would be given to ensure smooth traffic flow for the beginning of
school, August 12th.
Prior to the vote, Mayor McIlhaney stated that a resident registered to speak. The Mayor stated the
council policy. Council concurred to adhere to the existing policy.
Councilman Maloney made a motion to approve the resolution awarding bid alternate B to Texcon as
lowest responsible bidder, in the amount of $2,177,785 for construction of rehabilitation of Graham Road,
Bid No. 99-75. Motion seconded by Councilman Garner which carried unanimously, 7-0.

Hearing no objection, the meeting was adjourned at 11:30 a.m.
