A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS, URGING THE TEXAS MUNICIPAL LEAGUE TO SUPPORT PASSAGE OF
LEGISLATION TO ALLOW FOR USE OF E-COMMERCE AND HIGH
TECHNOLOGY.
WHEREAS, Chapters 252, 262, 263, and 271 of the Local Government code make it difficult to
utilize the Internet and electronic technology in the procurement process, and
WHEREAS, by using technology to receive facsimile bids and posting bid advertisements on the
Internet would save taxpayer dollars and would provide efficient use of manpower and
technological advancements, and
WHEREAS, the State of Texas passed legislation during the 1999 Session, which mandated an
E-Commerce program for state entities. Amendments allowing the use of technology to the
Local Government Code are necessary to enable municipalities to utilize the state's program
through the Cooperative Purchasing Program of the General Services Commission, and
WHEREAS, technology is in place today to send and receive electronic transmissions safely and
securely and amendments to the statutes are needed to bring municipalities into the 21st Century;
now, therefore,
BE IT RESOLVED by the City Council of the City of College Station, Texas:
PART 1'
That the City Council hereby urges the Texas Municipal League to
support the passage of legislation to allow for use of e-commerce and high
technology.
PART 2:
That the City Council hereby supports the passage of a bill amending the
Texas Local Government Code, Chapter 252 to allow for the use of e-
commerce and high technology.
PART 3:
That the passage of such legislation would allow municipalities to take
advantage of today's technology by sending and receiving electronic
transmissions safely and securely.
PART 4: That this resolution shall take effect immediately from and after its passage.
ADOPTED this 10th day of AUGUST , A.D. 2000.
