COUNCIL MEMBERS PRESENT: Mayor Silvia, Mayor Pro Tem Hazen, Council members
Massey, Happ, Mears, Maloney, Wareing
STAFF PRESENT: City Manager Brymer, Assistant City Manager Brown, City Attorney
Cargill Jr., City Secretary Hooks, Director of Fiscal Services Cryan, Budget and Strategic
Planning Director Kersten, Assistant to the City Manager Alexander.
Mayor Silvia called the meeting to order at 7:00 p.m.
Agenda Item No. 1 -- Public hearing, discussion and possible action on the City of College
Station 2003 -2004 advertised ad valorem tax rate of $0.4777 per $100 assessed valuation.
Also, discussion and possible action on scheduling and announcing the meeting date, time
and place to adopt the tax rate.
Budget and Strategic Planning Director Jeff Kersten presented information on the FY 04
proposed tax rate and a recommendation to the City Council was to remain at the current rate of
47.77 cents per $100 assessed valuation. The assessed valuation would be allocated to debt
service in the amount of 27.32 cents and operations and maintenance in the amount of 20.45
cents. Mr. Kersten outlined the tax rate adoption calendar/
Kayla Glover, 1210 Marstellar Avenue, encouraged the council to lower the proposed tax rate.
Clifford Fry, 1000 Shady Lane, asked Council to consider a lower tax rate and not keep it
constant. He pointed out that a portion of these monies should not be appropriated to private
industry.
Council member Massey made a motion to schedule the adoption of the tax rate for Thursday,
September 25, 2003 at 5:00 p.m. Seconded by Council member Happ.

Council member Maloney suggested a tax rate of 46.53 cents. He noted that this amount of tax
would sufficiently cover the budgetary needs of the City.
Council members deliberated on the impact of the proposed rate of 47.77 cents and Mr.
Maloney's suggestion to the budget and citizens tax bill.
Following further discussion, Council member Massey made a motion to call for the vote.
Motion seconded by Council member Wareing, which carried unanimously, 7 -0.
The original motion to schedule a public hearing passed unanimously, 7 -0.
Hearing no other business the meeting adjourned at 8:00 p.m.
