A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS, ENDORSING THE BRYAN — COLLEGE STATION METROPOLITAN
PLANNING ORGANIZATION'S (MPO) SELECTED OPTION FOR THE
REARRANGEMENT OF THE UNION PACIFIC RAILROAD TRACKS.
WHEREAS, the Bryan- College Station Metropolitan Planning Organization's Policy Committee,
(the Policy Committee) is the transportation planning decision - making body for federal funding
in the Bryan- College Station /Brazos County planning area, as designated by the Governor of
Texas in accordance with federal law; and
WHEREAS, the Policy Committee is currently engaged in a study to determine the locally
preferred rearrangement of the Union Pacific railroad tracks in the MPO area; and
WHEREAS, the City of College Station is informed that the Policy Committee conducted an
extensive public involvement process wherein a citizen's rail advisory committee was created and
well over 30 public meetings where held where the public was invited to speak on this issue in the
21 months since the study commenced; and
4 110 WHEREAS, the City of College Station has been informed of the progress of this study through
staff briefings, workshop presentations and local media sources;
WHEREAS, the City of College Station is disappointed that the only remaining alignment will
eliminate the possibility of removing the tracks from within the Texas A&M University campus;
and
WHEREAS, the MPO requests concurrence and support for the selected option from each
entity participating in the study for it to continue.
NOW THEREFORE, be it resolved by the City of College Station;
PART 1: THAT, the City of College Station concurs and is in full support with the Policy
Committee's selection of the #12 -2 "Bryan Bypass" concept as it is shown in the
attached document. The "Bryan Bypass" concept incorporates both grade
separations and track reconfigurations as being in accordance with the legislative
intent and letter of the High Priority Corridor projects #'s 1812 and 1820 by
which the study and any potential outcome is funded through the federal
Transportation Equity Act for the 21st Century (TEA -21).
PART 2: THAT, the City of College Station endorses the MPO's efforts to produce an
environmental document acceptable to and as directed by Texas Department of
Transportation and Federal Highway Administration for the selected option that
would eventually lead to the design and implementation of the #12 -2 "Bryan
bypass" concept.

PART 3: THAT staff will take administrative and procedural actions to implement this
resolution.
PART 4: THAT this resolution becomes effective immediately upon adoption.
