November 14, 1949
The City Council met in regular session November 14, 19491 with the
following members present: Mayor Langford; Councilmen Badgett, Fitch,.
Halpin, and Orr; City Attorney Barger; City Engineer Benson; City Manager
Rogers; Assistant City Secretary Boswell; and City Secretary McGinnis.
Visitors present: Mrs. Ernest Langford, Mrs. R. B. Halpin, Mrs. R.
L. Rogers, Mrs. Ran Boswell, Mrs. Johnnie Andrews, Mrs. Florence Neelley,
Mr. and Mrs. A. C. Magee, J. H. Sorrels, Charles LaMotte, and L. P. Dulaney.
Under the sponsorship of the College Station Kiwan:is Club, the
following A. & M. Consolidated High School students, duly elected by the
student body, served as city officers from noon Monday, November ].4, until
close of the Council meeting that evening: Mayor Jake Magee; Councilmen
from Ward I, Roger Donahue and Martha Ergle; Councilmen from Ward II, George
Johnston and Sara Puddy; Councilmen from Ward III, Liz Miller and Dorothy .
Spriggs; City Secretary, Gemma Dobrovolny; City Attorney, Betty O'B,-?.nnon,
City Engineer, John Hildebrand; City Manager, Tommy McDermott; Assistant
City Secretary, Reba McDermott; Superintendent of Utilities, Royce Rodgers;
Chief of Police, Jerry Leighton; Policewoman, Celeste Curran; Secretary,
Byron Andrews; and Executive Secretary, Margaret Arnold.
The "Student Council" met in the City Hall early in the afternoon
when Mayor Langford reviewed for them some of the trials and tribulations
associated with the incorporation of the City in 1938 and outlined the
statutes under which the city operates.
On motion by Halpin, seconded by Fitch, the minutes of the last
council meeting were approved without reading.
Councilman Orr and City Engineer Benson made an informal report on
meetings with Bryan city officials pertaining to the joint sewer project
in the north section of the city.
The Council received two recommendations from the City Zoning
Commission: one pertaining to the re—zoning of an area in the block at the
northwest corner of West Park; the other for the zoning of the areas recently
incorporated with the City. These two recommendations were passed until the
next meeting when ordinances will be presented for council action.
City Attorney Barger discussed the Community Youth Library at the
Consolidated High School and Mayor Langford was authorized to arrange for
a meeting of the School Board, City Council and the Librarian for a
thorough,discussion of the.problem.
On motion by Badgett, seconded by Orr, the City Manager was instructgd
to advise with the owners of the advertising seats near the Post Office and
at the circle on Sulphur Springs Road, with the view of removing them as
their existence violates a city ordinance.

On motion by Orr; seconded by Fitch, the City Marshall was instructed
to serve warrants on all persons violating City Ordinance No. 134.
On motion by Badgett, seconded by Orr, the City Manager was instructed
to sell the war—surplus truck now owned by the City.
