Mayor Pro fern Maloney. CounCIl members Happ. Wareing, Lancaster. Berry COUNCIL MEMBER ABSENT: Massey STAFF PRESENT: CIty Manager Brymer. Asslstanl City Manager Brown. City Allorney CargIll Jr.. CIty Secretary Hooks. Assistant City Secretary Casares. Fmance Director Kersten Mayor SilVIa called the meeting to order at 3: lOp m Buded Workshop Aeenda Item No.1 - Presentation, discussion, and possible action on the FY 2004-2005 Proposed Budeet. Fmance and Strategic Planning Director Jdf Kersten described the speCIal revenue funds. which included hotel and motel fund. and the Wolf Pen Creek Tax Increment Financing fund He revIewed the revenues and expendItures in all of the special revenue funds. Mr. Kersten mfomled the City CounCIl that the budget IS scheduled for adoptIOn on the September 9. 2004 regular agenda. Director of the Convention and VI~itors Bureau Roland Mower presented an overview of the ConventIOn and Visitors Bureau prevIous year actiVIties. current year to date actiVities. and goals for future. Mr Kersten continued hIS presentation. Director of Human Resources Julie O'Connell presented a brief health plan update M~. O'Connell pointed out that the projected annual savmgs estimated for 2004 was $540.000. The actual savmgs through August 27. 2004 was $434.800 She proposed the following recommendatIons for FY 2005. . No premium mcrease to the employee . CIty of College Stallon Special Budget Workshop Meeting 8/31104 Page 2 Ms O'Connell pointed out she is working with other local entities on future Joint health proposals that would potentially save m health costs to employees and the Cny. She hlghltghted some of the areas. . Health and Wellness Events . On-I me enrollment . Stop Loss Insurance . LIfe Insurance/Long Term Disabihty (L TD) .
