Mayor Silv~a opened the specml meeting at 5 47 p.m
Agenda Item No. 1 - Presentaflon~ discussion and possible action on the City Center
pro, ieet to include a possible community center.
Mayor Sdv~a presented a written report on behalf of the Structural Committee for the new C~ty
Center project. Council was also provnded a notebook of reformation that described the prevnous
work prepared on th~s project
Counml member Waremg made a motion to create a committee to be called the Cnty Center
Committee, to be composed of seven members appointed by thc Mayor College Stanon, w~th the
following charge' To develop a methodology by whtch the most beneficial and feasible means
can be effected to establish a time hne; to select a desngn team, including an architect, engineer
and landscape designer; to encourage and make possnble public involvement and engagement in
the process; and, to submit three wable chomes ora final product to the Cnty Council for
conslderanon. Sand work shall be performed wnhm the scope of the Cnty Counc,l's instructions,
sand committee is to work at the pleasure of the C~ty Council and the chairman of said committee
shall make quarterly progress reports to the C~ty Council. Further, sand committee shall be
orgamzed m accordance w~th the recommendations made by the Structural Committee as
reported to th~s body by the Mayor m a report dated March 4, 2004 Motion seconded by
Council member Maloney.
Motion passed 4-3.

Council member Meats made a point that the committee should have a landscape architect.
Massey concurred. Much discussion was held on this matter. It was decided that the Mayor
could consider these concerns as he appoints the committee.
Council member Maloney discussed Ns ~deas for a community center, a facdlty for every
genemtmn with a casual atmosphere.
Council member Hazen said that a senior center was needed ~n the community. Discuss~on was
held about both type of centers should be integrated.
Council member Massey emphasized the need to discuss the Council's phdosophy about what we
want for a city center Councd concurred
Council member Happ stated that he did not have enough information to decide what should be
located m the c~ty center.
Council agreed that the c~ty center should be a central gathenng place for cmzens to conduct c~ty
business, relax, d~ne, etc It should be a signature project that the residents can say they are
proud to call College Station home.
Council highlighted several areas that were cntlcal to the City Center Outcome and Viston

Council concluded ~ts remarks by showing support for the project and the desire to move
forward.
Councflmember Warmng moved to adjourn the meeting at 6 45 p.m. Mouon was seconded by
Councdmember Maloney, which earned unammously, 7-0
