The executive committee of the National Institute of
Municipal law officers decided to file a law suit
seeking a declaratory judgment to the end that
required changes in policies and the enormous cost
of the FSLA can't constitutionally apply to health,
police, fire and other essential local government
functions:
In opposition to the president's tax proposals for
municipal bonds.
In 1974 the United States congress extended the
application of the federal fair labor standards act to
the 50 states and their political subdivisions.
