RESOLUTION NO. 06-22-2006-13 .06
A RESOLUTION OF THE CITY OF COLLEGE STATION, A TEXAS HOME RULE
MUNICIPAL CORPORATION AUTHORIZING THE FILING OF A GRANT APPLICATION
WITH THE BRAZOS VALLEY COUNCIL OF GOVERNMENTS FOR A REGIONAL SOLID
WASTE GRANTS PROGRAM GRANT FUNDING A JOINT LITTER ABATEMENT
EDUCTIONAL OUREACH PROGRAM WITH KEEP BRAZOS BEAUTIFUL, INe.; AND
AUTHORIZING LAURA TANKERSLEY-GLENN, KEEP BRAZOS BEAUTIFUL, INe.
EXECUTIVE DIRECTOR, TO ACT ON BEHALF OF THE CITY OF COLLEGE STATION
IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT IF A
GRANT IS RECEIVED THE CITY OF COLLEGE STATION WILL COMPLY WITH THE
GRANT REQUIREMENTS.
WHEREAS, the Brazos Valley Council of Governments is directed by the Texas Commission on
Environmental Quality to administer solid waste grant funds for implementation of the Council
of Governments' adopted regional solid waste management plan; and
WHEREAS, the City of College Station in the State of Texas is qualified to apply for grant funds
under the Request for Applications; and
WHEREAS, the intergovernmental committee, a group of officials from the local school
districts, city councils, university and commissioners court, has recognized that litter in the
Brazos Valley is a critical problem that must be addressed; and
WHEREAS, the Brazos Valley Solid Waste Management Agency (BVSWMA) was created
under an interlocal agreement between the Cities of Bryan and College Station, Texas, to provide
environmentally sound solid waste disposal services to the Brazos Valley Region.; and
WHEREAS, BVSWMA has an established annual budget of $12,000 for litter abatement
educational programs; and
WHEREAS, BVSWMA, in partnership with Keep Brazos Beautiful, Inc. will develop an
enhanced educational outreach program using possible grant funds and the established litter
abatement educational program annual budget of $12,000; and
WHEREAS, the overall goal of developing the educational outreach program jointly with Keep
Brazos Beautiful, Inc. is to promote public education that will help to create a high level of
public awareness of proper solid waste disposal to avoid the consequences of illegal dumping.
Through advertising, education and distribution of promotional items, the consequences of
illegal dumping will be brought to the attention of the community; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART I:
That the City Council hereby approves the filing of a grant application for
$25,000.00 for the purpose of litter abatement educational outreach in partnership
with Keep Brazos Beautiful, Inc.
PART 2:
That the City Council hereby authorizes Laura Tankersley-Glenn, Keep Brazos
Beautiful, Inc. Executive Director to act on behalf of the City of College Station
in all matters related to the application.
PART 3:
That the City Council hereby pledges that if the project is funded, the City will comply
with the grant requirements of the Brazos Valley Council of Governments, Texas
Commission on Environmental Quality, and the State of Texas.
PART 4:
That this resolution shall take effect immediately from and after its passage.
