City Council Special Meeting
Monday, August 27, 2007 at 4:00 p.m.
City Hall Council Chambers, 1101 Texas Avenue

COUNEIL MEMBERS PRESENT: Mayor White, Mayor Pro Tem Gay, Council
members Crompton, Massey, McIlhaney, Scotti, Ruesink
STAFF PRESENT: City Manager Brown, City Attorney Cargill Jr., City Secretary
Hooks, Assistant City Secretary Casares, Management Team.
Mayor White called the meeting to order at 4:00 p. m.
Mayor White inquired if the City Council was interested in discussing any items that
Mayor Pro Tem Gay brought forward during the City Council meeting on August 14.
Council members expressed a lack of support for further discussions of Mayor Pro tem
Gay's proposal this fiscal year.

Special Meeting Atzenda Item No. 1-- Presentation, aossible action, and discussion
on the FY 2007-2008 Pronosed BudSet.
Chief Financial Officer Jeff Kersten presented a brief summary of the FY 2007-2008
Proposed Budget, Special Revenue and Internal Services Funds. Mr. Kersten illustrated
General Fund budget issues pertaining to the Health Department Funding, Economic
Development Incentives Funding, Legislative Consulting, Tex 21, High Speed Rail, and I
69 Coalition. Mr. Kersten reviewed the calendar of the upcoming budget meetings.
No formal action was taken.

Snecial Meeting Agenda Item No. 2-- Presentation, possible action, and discussion
on the Citv Council Travel Policv
This item was postponed until the August 28, 2007 Special Budget Meeting.
Special Meeting Agenda Item No. 3- Executive Session
At 5:23 p.m. p.m. Mayor White in open session that the City Council would convene into
executive session pursuant to Section 551.086 of the Open Meetings Act, to consider
competitive matters.
Competitive Matters {Gov't Code Section 551.0861; The City Council may deliberate
vote, or take final action on a competitive matter in closed session. The City Council
must make a good faith determination, by majority vote of the City Council, that the
matter is a Competitive Matter. A"Competitive Matter" is a utility-related matter that
the City Council determines is related to the City of College Station's Electric Utility
Competitive Activity, including commercial information, which if disclosed would give
an advantage to competitors or prospective competitors. The following is a general
representation of the subject(s) to be considered as a competitive matter.

Council concluded executive session at 6:03 p.m. No action was taken in open session.
Suecial Meeting Agenda Item No. 5- Adiourn.
Hearing no objections, the meeting adjourned at 6:04 p.m. on Monday, August 27, 2007.
