HomeMy WebLinkAbout1990-1842 - Ordinance - 03/08/1990ORDINANCE NO. 1842 AN ORDINANCE OF THE CITY COUNCIL, CITY OF COLLEGE STATION, TEXAS, PROPOSING AND ORDERING THE SUBMISSION OF THE ADDITIONAL ONE-HALF OF ONE PERCENT SALES AND USE TAX QUESTION TO THE VOTERS AT AN ELECTION ON MAY 5, 1990; PROVIDING FOR NOTICE OF THE ELECTION, ESTABLISHING POLLING PLACES AND PRESCRIBING THE FORM OF THE BALLOT IN ACCORDANCE WITH STATE LAW. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS= Section I. That the imposition of an additional one-half of one percent sales and use tax is hereby proposed and shall be submitted by the City Council of the city of College Station, Texas, to the electorate of the City of College Station, Texas, as an item on the May 5th ballot. The ballot shall be in the form as pre- scribed by the laws of the State of Texas and shall state as follows= FOR AGAINST THE ADOPTION OF AN ADDITIONAL ONE- HALF OF ONE PERCENT SALES AND USE TAX WITHIN THE CITY TO BE USED TO REDUCE THE PROPERTY TAX RATE. Section II. A copy of this ordinance signed by the Mayor of the city of College Station, Texas, and attested by the City Secretary of the City of College Station, Texas, under seal of said City, shall serve as notice of such election. The Mayor is hereby ordered and directed to cause a notice of said election to be published in said city of College Station in some newspaper of general cir- culation in said city, which notice shall be published on the same day for one day each week for two (2) successive weeks prior to said election, the first of said notices to appear not less than fourteen (14) days prior to the date of such election. Section III. The elections shall be held under the provisions of the laws of the State of Texas governing elections, and only duly qualified voters who are residents of the City of College Station shall be allowed to vote in the election. The polls shall be opened promptly at 7:00 a.m. and shall be closed promptly at 7:00 p.m. The Office of the City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to absentee voting, giving no- tice of the election, and preparing the official ballots. The city Secretary shall serve as Absentee Voting Clerk. The election will be held at the following places and the elec- tion officials shall be, for the purposes of this elections as follows= Polling Place No. 8, at South Knoll Elementary School in said City and said District, with Sue Melton as Presiding Judge and Miriam Moses as Alternate Judge; and said Presiding Judge shall appoint no more than four clerks to assist her. Polling Place No. 9, at College Station Community Center in said City and said District, with Mary Schmidt as Presiding Judge and Sid Hervey as Alternate Judge~ and said Presiding Judge shall ap- point no more than four clerks to assist her. Polling Place No. 10, at College Station Police Complex in said City and said District, with Audrey Bunting as Presiding Judge and Ruby Freeman as Alternate Judge~ and said Presiding Judge shall appoint no more than four clerks to assist her. Polling Place City and said Irma Smith as point no more No. 24, at College Hills Elementary School in said District, with Cecil Parker as Presiding Judge and Alternate Judge~ and said Presiding Judge shall ap- than four clerks to assist him. Polling Place No. 31 , at A&M Consolidated High School in said city and said District, with Vi Cook as Presiding Judge and Jean McDermott as Alternate Judge~ and said Presiding Judge shall ap- point no more than four clerks to assist her. Polling Place No. 32, at College Station Fire Station No. 2 on Rio Grande Drive in said City and said District, with Mark Schulz as Presiding Judge and Lois Beach as Alternate Judge~ and said Presiding Judge shall appoint no more than four clerks to assist her. Polling Place No. 33, at Lincoln Center in said City and said District, with Blossie Payton as Presiding Judge and Celestine Williams as Alternate Judge; and said Presiding Judge shall point no more than four clerks to assist her. Polling Place No. 34, at college Station Central Fire Station in said City and said District, with Samille Stova11 as Presiding Judge and Charlotte Bergstad as Alternate Judge~ and said Presid- ing Judge shall appoint no more than four clerks to assist her. Polling Place No.3§, consisting of county voting precincts No. 20, No. 21, and No. 35, at A&M Presbyterian Church in said City and said District, with Diana Smallwood as Presiding Judge and David Smallwood as Alternate Judge~ and said Presiding Judge shall appoint no more than four clerks to assist him. Polling Place No.39, at the Tennis Center, Southwood Athletic Park in said City and said District, with Jim Ward as Presiding Judge and Ed Hoag as Alternate Judge~ and said Presiding Judge shall appoint no more than four clerks to assist him. Polling Place No.40, at Aldersgate United Methodist Church, in said City and said District, with Dolly Olden as Presiding Judge and Alta Olden as Alternate Judge~ and said Presiding Judge shall appoint no more than four clerks to assist her. Absentee voting in said election shall be conducted at the College Station City Hall building at 1101 Texas Avenue, College Station, Texas. For the purpose of absentee voting, said office shall be open for at least eight (8) hours each day which is not a Saturday, Sunday, or an official State holiday. The following persons are hereby appointed as the Absentee Ballot Board to count the absentee ballots: Presiding Judge= Clerks: E.E. Burns To be named by the Presiding Judge Punch card voting machines shall be used for voting at the fore- going election precincts and electronic counting devices and equipment shall be used for counting the ballots at said elec- tion. The Council Room of the College Station City Hall, 1101 South Texas Avenue, in said city is hereby established as the Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the office of the city Secretary of the City of College Station. The following persons are hereby authorized and approved as per- sons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots: Presiding Judge: Alternate Judge: Manager, Data Processing: Tabulation Supervisor: Clerks: E.E. Dean Chris Longley To be named by the Presiding Judge The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election counting process: Mayor and members of the City Council of the City of College Station. The City Secretary and designated members of the staff. The city Manager of the city of College Station. The Attorney General of the State of Texas or his authorized representative. The Clerk of the County of Brazos. The Mayor of the City of College Station, Texas is hereby autho- rized to sign an official ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS, as prescribed by the Texas Election Code, said ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION to be attached hereto and recorded as a part of this Ordinance. ATTEST: ~ C-onnl~ Hooks, City Secretary APPROVED: - 4 ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS An election is hereby ordered to be held on Saturday, May 5, 1990, for the purpose of determining whether there should be an additional one-half of one percent sales and use tax within the city of College Station, Texas. The ballot shall state "The adoption of an additional one-half of one percent sales and use tax within the City to be used to reduce the property tax rate." Absentee voting by personal appearance will be conducted each weekday at City Hall, 1101 South Texas Ave., College Station, Texas between the hours of 8:00 a.m. and 5:00 p.m. beginning on April 16, 1990, and ending on May 1, 1990. Applications for ballots by mail shall be mailed to: Connie Hooks, Absentee Voting Clerk P.O. Drawer 9960 College Station, Texas 77842 Application for ballots by mail must be received no later than the close of business on April 27, 1990. Issued this the 8th day of March, 1990.
