HomeMy WebLinkAbout1990-1840 - Ordinance - 02/22/1990ORDINANCE NO. 1840 AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, MAY 5, 1990, FOR THE ELECTION OF A MAYOR, A CITY COUNCILMAN PLACE 2, A CITY COUNCILMAN PLACE 4, AND A CITY COUNCILMAN PLACE 6; FIXING THE TIME, PLACE AND MANNER FOR HOLDING THE ELECTION; APPOINTING JUDGES AND CLERKS THEREOF; AND, AUTHORIZING THE MAYOR TO SIGN AN OFFICIAL ORDER OF ELECTION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: A general election shall be and the same is hereby ordered to be held on the first Saturday in May, 1990, the same being May 5, 1990, for the purpose of electing a mayor, and electing councilmen for place 2, place 4, and place 6. The election will be held under the provisions of the laws of the State of Texas governing the general elections, and only duly qualified voters who are residents of the City of College Station shall be allowed to vote in the election of a mayor and councilmen. Said election shall be held in conjunction with the College Station Independent School District Board of Trustees Election, whereby an election precinct is to be served by a common polling place and election judge. A single ballot form at each polling place, shall be used, provided, however, that no voter shall be given a ballot containing any office on which the voter is ineligible to vote. The polls shall be opened promptly at 7:00 A.M. and shall be closed promptly at 7=00 P.M. The Office of the City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to absentee voting, giving notice of the election, and preparing the official ballots. The City Secretary shall serve as the Absentee Voting Clerk. The Election Coordinator for the College Station Independent School District shall serve as Deputy Absentee Voting Clerk. The election will be held at the following places and the election officials shall be, for the purpose of this election, follows: as Polling Place No. 8, at South Knoll Elementary School in said City and said District, with Sue Melton as Presiding Judge and Miriam Moses as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Ordinance No. _1840 Page 2 Polling Place No. 9, at College Station Community Center on Jersey Street in said City and said District, with Mary Schmidt as Presiding Judge and Sid Hervey as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 10, at College Station City Police Building Complex in said City and said District, with Audrey Bunting as Presiding Judge, and Ruby Freeman as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 24, at College Hills Elementary School in said City and said District, with Cecil Parker as Presiding Judge, and Irma Smith as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 31, at A&M Consolidated High School in said City and said District, with Vi Cook as Presiding Judge, and Jean McDermott as Alternate Judge, and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 32, at College Station Fire Station No. 2 on Rio Grande Drive in said City and said District, with Mark Schulz as Presiding Judge, and Lois Beach as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 33, at Lincoln Center in said City and said District, with Blossie Payton as Presiding Judge, and Celestine Williams as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 34, at the College Station Central Fire Station in said City and said District, with Samille Stovall as Presiding Judge, and Charlotte Bergstad as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 35, consisting of county voting precincts No. 20, No. 21, and No. 35, at A&M Presbyterian Church, at 301 Church Avenue, in said City and said District, with Diana Smallwood as Presiding Judge, and David Smallwood as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 39, at the Tennis Center, Southwood Athletic Park, in said City and said District, with Jim Ward as Presiding Judge, and Ed Hoag as Alternate Judge~ and said Presiding Judge shall appoint no more than 4 clerks to assist him. Ordinance No. _1840 Page 3 Polling Place No. 40, at the Aldersgate United Methodist Church, in said City and said District, with Dolly 01den as Presiding Judge, and Alta Olden as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Absentee voting in said election shall be conducted by the City Secretary, Connie Hooks, in the Training Room, in the City Hall of the City of College Station, College Station, Texas. For the purpose of absentee voting, said City Secretary shall keep the office open for at least eight (8) hours on each day for absentee voting which is not a Saturday, Sunday or an official State holiday. The following persons are hereby appointed as the Absentee Ballot Board to count the absentee ballots: Presiding Judge: Clerks: E.E. Burns To be named by the Presiding Judge Punch card voting machines shall be used for voting at the foregoing election precincts and electronic counting devices and equipment shall be used for counting the ballots at said election. The Council Chambers of the College Station City Hall, 1101 South Texas Avenue, in said district and said city, is hereby established as the Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the Office of the City Secretary of the City of College Station. The following persons are hereby authorized and approved as persons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots: (a) Presiding Judge: (b) Alternate Judge: (c) Manager, Data Processing: (d) Tabulation Supervisor: (e) Clerks: E.E. Dean Chris Longley To be named by the Presiding Judge The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election counting process: a. Mayor and members of the City Council of the city of College Station. b. The Board of Trustees of the College Station School District. c. The City Secretary and designated members of the staff. Ordinance No. 1840 Page 4 d. The City Manager of the city of College Station. e. The Superintendent of schools and designated members of the staff. f. The County Judge and members of the Commissioners Court of Brazos County. g. The Attorney General of the State of Texas or his authorized representative. h. The County Clerk of Brazos County. i. Candidates for the Office of City Council. j. Candidates for the Office of Board of Trustees. A committee is hereby established of the following persons to hold Computer Accuracy Tests, including two tests prior to the start and one test immediately after the count of the voted ballots, to ascertain that the computer will accurately count the votes cast for the offices to be voted upon in said election= a. The mayor of the City of College Station b. The president of the Hoard of Trustees, CSISD c. The city secretary of the city of College Station. d. The election coordinator of the CSISD e. The city manager of the City of College Station f. The superintendent of schools, CSISD g. The presiding jduge of the Central Counting Station The Mayor of the City of College Station is hereby authorized to sign an official ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS as prescribed by the Texas Election Code, said ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION to be attached hereto and recorded as part of this Ordinance. The Mayor of the City of College Station is hereby authorized to sign an official NOTICE OF GENERAL ELECTION as set forth in a form prescribed by the Secretary of State of Texas~ and a copy of the NOTICE OF GENERAL ELECTION, when published in a newspaper of general circulation in the City of College Station, shall serve as proper notice of the election ordered by this Ordinance. TEST: COI~NI E HOOKS CITY SECRETARY MAYOR ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS An election is hereby ordered to be held on Saturday, the 5th day of May, 1990, for the purpose of electing a Mayor, a City Councilman Place 2, a City Councilman Place 4, and a City Councilman Place 6. Absentee voting by personal appearance will be conducted each weekday at the College Station City Nall, 1101 South Texas Avenue, College Station, Texas, between the hours of 8:00 a.m. and 5:00 p.m. beginning on Monday, April 16, 1990, and ending on Tuesday, May 1, 1990. Applications for ballots by mail shall be mailed to: Connie Hooks, Absentee Voting Clerk P.O.
