HomeMy WebLinkAbout1989-1801 - Ordinance - 02/09/1989ORDINANCE NO. 1801 AN ORDINANCE PROVIDING FOR THE CREATION OF A WAR ON DRUGS COMMITTEE; DETERMINING THE METHOD OF APPOINTMENT AND TERM OF OFFICE; PRESCRIBING DUTIES AND RESPONSIBILITIES; AND, PROVIDING A SAVING CLAUSE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: THAT, a standing committee to be known as the Bryan -College Station War on Drugs Committee is hereby created. A. PURPOSE The City of College Station recognizes that a link exists between crime and drugs, and that a fundamental of the control of crime is the prevention and control of drug abuse. Considerable time, careful study and research are needed to review and assess the nature and local extent of drug -crime links, to provide insight into how drug abuse affects this community and the lives of its citizens, and to produce informed guidelines to be used by the City Council in shaping public policy and prescribing effective action to combat drug abuse and promote public health, safety and welfare. B. MEMBERSHIP The committee shall consist of twelve (12) members to be apportioned as follows: - five (5) citizens from Bryan, to include three (3) members appointed by the City Council of the City of Bryan, and two members appointed by the Bryan Independent School District - five (5) citizens from College Station, to include three (3) members appointed by the City Council of the City of College Station, and two (2) members appointed by the College Station Independent School District - two (2) citizens from Brazos County, to be appointed by the Brazos County Commissioners Court C. TERM OF OFFICE The term of office shall be for two (2) years and the date of expiration shall be the first day of June. The members shall be appointed on a staggered basis with six (6) terms expiring in even -numbered years and six (6) terms expiring in odd -numbered years; except that of the twelve committee members appointed initially, six shall have terms of less than one year and six shall have terms of less than years. MUT5604 The six terms expiring in odd -numbered years shall be filled in the following manner: two members shall be appointed by the City of College Station; one member, by the College Station Independent School District; one member, by the City of Bryan; one member, by the Bryan Independent School District; and, one member, by the Brazos County Commissioners. The six terms expiring in even -numbered years shall be filled in the following manner: one member shall be appointed by the City of College Station; one member, by the College Station Independent School District; two members, by the City of Bryan; one member, by the Bryan Independent School District; and, one member, by the Brazos County Commissioners. A member of the committee shall be selected to serve as committee chairman; the term of office shall be one year. The chairman shall be selected by members of the committee and may serve no more than two consecutive terms. A member of the committee shall be selected to serve as committee vice-chairman; and, a member of the committee shall be selected to serve as recording secretary. These officers shall be selected by members of the committee, and each term of office shall be for one year. A vacancy occurring on the committee prior to expiration of the term of office for that position shall be filled with an appointment by the same authority who made the original appointment for that position. A member so appointed shall be designated to serve the remainder of the term of his predecessor. D. DUTIES AND RESPONSIBILITIES The committee is hereby charged with the following duties and responsibilities relating to drug abuse in the community and the war against drugs: (1) Assess community needs and develop action plan (2) Formulate options to address community needs, including strategies and resources required to institute recommendations (3) Prioritize recommendations (4) Provide a focal point for community support and awareness efforts (5) Act in an advisory capacity to the Cities, County, School Districts and others (6) Review programs, both current and proposed, funded with public funds 005605 (7) Provide a plan whereby City, County and ISD staff members in the review of budget items can allocate resources to meet goals and objectives of the plan The committee shall report on a quarterly basis to the City Councils and the County Commissioners Court. E. MEETINGS The committee shall provide for regular and special meetings as necessary to carry on its business, and is authorized to establish its own rules, regulations, and bylaws subject to ratification by the City Council. II. Should any section, paragraph, sentence, clause, phrase or word of this ordinance be declared unconstitutional or invalid for any purpose, the remainder of this ordinance shall not be affected thereby. And, that this Ordinance shall become effective from and after its passage in accordance with the City Charter of the City of College Station. PASSED AND APPROVED THIS 9th DAY OF February , 1989.
