PUBLIC NOTICE
Disclosure of Possible Conflict of Interest
BVAHC and City of College Station Community Development Services
The City of College Station is an applicant for funding under The Department of Housing and
Urban Development's ("HUD") HOME Program and Community Development Block Grant
Program (CDBG). The City of College Station will be involved in the distribution of HOME
Program grant funds in College Station to certain Community Housing Development
Organizations ("CHDO"). The City is seeking a partnership with Brazos Valley Affordable
Housing Corporation ("BVAHC") by designating them as a CHDO, making them eligible to
receive funds to conduct eligible affordable housing activities. BVAHC is a non-profit corporation
created by the Brazos Valley Council of Governments ("BVCOG"). The City of College Station's
Assistant Director of Fiscal Services, Cheryl Turney, is married to Paul Turney, the Executive
Vice -President of BVAHC. Under State and local law, there is no conflict of interest as the City
employee has fully complied with Texas Local Government Code Section § 171.004 by filing an
affidavit that disclosed the nature and extent of the interest in BVAHC and attested that this City
employee will have no participation in this matter. The City of College Station is requesting an
exception from HUD to the provisions of paragraph (b) of 24 C.F.R. §570.611 (Conflict of Interest)
and paragraph (b) of 24 C.F.R. §92.356. Written or verbal comments will be accepted during this
time and forwarded to the regional HUD Office. Written comments may be sent to
deller@cstx.gov. For more information, please contact the City of College Station Community
