COUNCIL PRESENT: Mayor Nancy Berry, Mayor Pro Tem Ruesink, Council members Crompton,

STAFF PRESENT: City Manager Brown, Assistant City Manager Merrill, Assistant City Manager Neeley,
City Secretary Hooks, Deputy City Secretary McNutt, City Attorney Cargill, Jr., Management Team
1. Pledge of Allegiance, Invocation, Consider absence request.
Mayor Berry opened the meeting at 7:10 pm. She led the audience in the pledge of allegiance. Fire
Chief R.B. Alley provided the invocation.
a. Hear Visitors:
Chris Dyer, newly appointed Executive Director of the Arts Council addressed the Mayor and
Council.
2. Presentation, possible action and discussion of consent agenda items which consists of
ministerial or "housekeeping" items required by law. Items may be removed from the
consent agenda by majority vote of the Council.
a. Approved Minutes for City Council Workshop and Regular Meeting, April 22, 2010, May 17,
2010 and City Council Special Meeting, May 17, 2010.
b. Approved contract for professional services for the Assessment, Planning and Design of a
Medical Corridor in the amount of $245,539, and a joint funding agreement between The
College Station Med and the City of College Station. (Separate Vote 5 -1 -1)
C. Approved inter -local agreement (ILA) with Brazos County and the City of Bryan for the
purpose of application and acceptance of a U.S. Department of Justice, 2010 Justice Assistance
Grant (JAG).
d. Approved request for release of lien on 4905 Lakeway Drive currently held by the City.

e. Approved Resolution No. 05- 27 -10 -2e authorizing the Brazos Valley Council of Governments
to assist in funding a portion of advertising for the fall Household Hazardous Waste &
Computer Collection event and its solid waste educational program for the Brazos Valley Solid
Waste Management Agency in the amount of $30,000.00.
f. Approved Resolution No. 05- 27 -10 -2f on a Texas Commission on Environmental Quality
(TCEQ) and Brazos Valley Council of Governments Grant Application (BVCOG) in the
amount of $16,700.00.
g. Presentation, possible action, and discussion on the application and acceptance of a U.S.
Department of Justice, 2010 COPS Hiring Recovery Program (CHRP) Grant. (Item pulled to
June 10 meeting.)
h. Approved Resolution No. 05- 27 -10 -2h to support legislative action to establish regional
infrastructure improvement zones into federal tax law.
Council member Maloney moved to approve consent items 2a thru 2h with the exception of items 2b
and 2g. Council member Lyles seconded the motion, which carried 7 - 0.

AGAINST: None
Council member Maloney moved to approve consent item 2b. Council member Stewart seconded the
motion, which carried 5A -1.

AGAINST: Council member Fields
ABSTAINED: Mayor Berry
1. Public Hearing, presentation, possible action, and discussion an ordinance amending City of
College Station Code of Ordinances Chapter 13 increasing the minimum requirement for finish
floor elevations on all buildings from the current one foot above the Base Flood Elevation
(BFE) to two feet.
Mark Smith, Director of Public Works presented an ordinance amending the Code of Ordinances
"Chapter 13," increasing the minimum requirement for finish floor elevations on all buildings from
the current one foot above the Base Flood Elevation (BFE) to two feet. Increasing the freeboard is a
Council initiated effort for enhanced floodplain management dated back to 2008. Staff recommended
approval of this ordinance amendment.
Mayor Berry opened the public hearing.

Mayor Berry closed the public hearing
Council member Maloney moved to postpone amending City of College Station Code of Ordinances
Chapter 13 increasing the minimum requirement for finish floor elevations on all buildings from the
current one foot above the Base Flood Elevation (BFE) to two feet. Council member Stewart
seconded the motion.
Council member Maloney withdrew his motion and Council member Stewart withdrew his second.
Council member Stewart made motion to remove this amendment from consideration. Council
member Fields seconded the motion, which carried 7 -0.
FOR: Mayor Berry, Mayor Pro tem Ruesink, Crompton, Fields, Maloney, Lyles and Stewart
AGAINST: None
2. Presentation, possible action, and discussion on an update of the City of College Station FY 10
Budget, and FY 11 Budget Planning.
Jeff Kersten, Chief Financial Officer updated Council on the status of the FY 10 Budget and the staff
preparation of FY 11 Budget, with the status report of key revenue streams.
3. Presentation, possible action, and discussion regarding appointing two new council members to
the Audit Committee.
Mayor Berry and Council member Fields agreed to serve on the City Audit Committee. Council
member Stewart continued to serve as the third member.
4. Adiourn.
Mayor Berry concluded Regular Meeting at 8:26 pm and returned to Workshop Agenda to complete
items.
Mayor Berry announced that the City Council would reconvene into executive session pursuant to
Section 551.074 Personnel of the Open Meetings Act to discuss public officers.
a. Mayor & Council Self Evaluation
Council completed its executive session at 9:40 pm. No action was taken. Mayor Berry adjourned
the meetings.
