Planned Development District (PDD) and Planned Mixed -Use District (P-MUD) also depicted in the Zoning Map labeled Exhibit C. Each zoning district has distinct purposes, permitted land uses, and standards: A. Planned Development District (PDD): General Suburban (GS), Natural Areas Protected (NAP) Base Zoning/ Land Use (+/- 1,104.101 acres) i. Purpose: Provide a regulatory framework for residential neighborhoods and compatible neighborhood -serving uses that emphasize a suburban character. ii. Applicability: Applies to parcels designated for GS and NAP in the Concept Plan. iii. Permitted Uses: Detached single-family homes, townhouse, Residential/Neighborhood amenity areas, parks, schools, and civic uses as listed in the PDD Use Matrix. iv. Standards, Review, & Zoning Categories: Development within the PDD shall comply with the applicable single-family lot, setback, streetscape, dimensional, design, and building form standards set forth in Articles 5-6 and the PDD design review process, unless expressly modified herein. While certain residential uses may be permitted in multiple zoning categories, all development shall comply with the standards of the district in which the property is located unless expressly provided otherwise herein. Townhouse developments within the General Suburban (GS) district may utilize Townhouse (T) district dimensional and development standards only when developed on a designated townhouse tract containing a minimum of four (4) contiguous acres, in which case such tract shall be platted and developed in accordance with all applicable Townhouse (T) district standards. 4 B. Planned Mixed -Use District (P-MUD): General Commercial (GC), Multifamily (MF), & Natural Areas Protected (NAP) Base Zoning/ Land Use (+/- 162.591 acres) i. Residential product types may include detached single-family dwellings, attached residential dwellings, townhouses, and other residential housing types permitted by Exhibit D and authorized by this Planned Development. Any development standards not specifically addressed within this Planned Development District (PDD) shall default to the applicable requirements of the City of College Station Unified Development Ordinance ("UDO"). 8 5.2 Lot Flexibility - The PDD shall allow flexibility and adjustment of residential lot dimensions, mix, and configuration through the platting process, subject to the following: A. Minimum Lot Area. No detached single-family lot shall be less than 5,000 square feet. B. Standards Preservation. Adjustments shall preserve required open space, access, street connectivity, infrastructure capacities, utility corridors, drainage facilities, and required landscape or buffer areas. C. Product Type Flexibility. Residential product types may be substituted or mixed within development phases provided that: i. The applicable development standards of this Article are satisfied; ii. Overall density limitations established herein are not exceeded; and iii. The approved land use allocations of the Planned Development are maintained. 5.3 Density Standards A. Detached Single -Family Development shall not exceed eight (8) dwelling units per gross subdivision acre. B. Attached Residential and Townhouse Development shall not exceed fourteen (14) dwelling units per gross subdivision acre. C. For purposes of this Planned Development, Townhouse Development shall mean a residential development consisting of attached dwelling units developed in accordance with the standards contained herein. D. Any standalone Townhouse Development area shall contain a minimum of four (4) contiguous acres. Individual townhouse buildings may be platted on separate lots provided the overall development area satisfies the minimum acreage requirement. E. The location, configuration, and acreage of townhouse development areas may be adjusted through the preliminary plat process provided the minimum acreage requirement is maintained and the overall density limitations established herein are not exceeded. F. Any amendment increasing residential density beyond the limits established herein shall require approval of a Planned Development amendment. 5.4 Cluster Development A. Authority & Purpose: Cluster (conservation) subdivision techniques are permitted in General Suburban (GS) districts consistent with UDO Article 8 to allow alternative lot layouts that preserve open space, natural features, tree stands, drainageways, and improve connectivity while maintaining permitted density and community character. B. Density & Minimums: Cluster lots may be smaller than typical lot types (in area and width) than otherwise required in Article 5.2, but in which clustering shall not increase total dwelling units beyond allocations per Article 5.3. Side setbacks and side street setbacks may comply with other setback standards in this PDD respectively. C. Cluster developments shall be permitted within the PDD subject to compliance with applicable City of College Station UDO cluster development standards, including but not limited to minimum common open space requirements. Base Dedication Standard. Parkland dedication requirements within the Savannah Oaks Planned Development shall be calculated in accordance with Section 8.8 of the UDO, including a dedication rate of one (1) acre of parkland per forty-eight (48) single-family dwelling units and one (1) acre per eighty- three (83) multifamily bedrooms. For phased or mixed -use portions of the development, the City and Developer may apply dedication requirements on a cumulative and proportional basis across the overall Planned Development to account for phased timing and the unified park and trail system established herein. B. Floodplain Credit. Floodplain and floodway areas may be credited toward parkland dedication at a ratio of three (3) acres of floodplain equaling one (1) acre of parkland, subject to acceptance by the City and compliance with applicable park standards. C. Contiguous Park System. For purposes of parkland dedication, park areas separated by a public roadway shall be considered a single contiguous park system where the tracts are directly aligned across 15 the roadway and connected via a planned pedestrian crossing and continuous trail network. Such combined areas shall be treated as a unified park space meeting the City's objective for usable, connected parkland. D. Credit for Previously Dedicated Parkland. Parkland previously dedicated to the City or to the POA in connection with any prior phase of the Savannah Oaks Planned Development shall be credited toward the parkland dedication requirements of subsequent phases on a cumulative basis, such that excess dedication from an earlier phase reduces or eliminates the obligation of a later phase. Credits shall be tracked and applied during the platting process for each subsequent phase using the per -acre valuation methodology established within this Planned Development. E. No Additional Fees. The Developer shall not be required to pay separate parkland dedication fees, park development fees, or other park -related exactions for areas where land has been dedicated or park improvements have been constructed by the Developer in accordance with this Planned Development. 10.6 Phasing and Construction of Park Improvements. A. Phased Installation. Park improvements and amenities shall be installed in phases to serve each phase of development, ensuring that recreational facilities are available concurrent with or prior to the delivery of lots, building permits, or certificates of occupancy, as required by the City. B. Phasing Flexibility. For any phase in which a park tract is not yet constructed at the time of final plat approval, the Developer may satisfy the applicable parkland improvement obligation through previously constructed park improvements within the Planned Development, credited on a cumulative basis. Park improvement credits generated by construction in advance of or in excess of phase minimums shall carry forward and may be applied to reduce obligations in future phases. C. Developer Financial Responsibility. The Developer shall be responsible for the design, engineering, site preparation, permitting, and construction of all parkland and open space within the Savannah Oaks Planned Development, including both Improved Parks and Natural Parks, whether intended for private use or future public dedication. The amenities list shall be consistent with the City's Park Facility and Equipment Standards. In preparing the amenities list, the Developer shall coordinate with the City's Parks Director, who shall provide guidance on community priorities informed by the current Parks Master Plan update. Final amenities for each park shall be developed in consultation with the Parks Director prior to Advisory Board review. 16 Improved Parks within the development may include, but are not limited to, the following amenities: playgrounds and play structures, pavilions and shade structures, picnic tables and seating areas, benches, trash receptacles, bicycle racks, pet waste stations, open lawn and passive recreation areas, multi -use courts, fitness stations, splash pads or water play features, restroom facilities, trails, shared -use paths, trailhead signage and wayfinding, lighting, landscaping, and other recreational improvements as approved by the City. The specific amenities, locations, and quantities for each park shall be determined at the time of park construction and shall be subject to City review and approval. The Developer reserves the right to modify, substitute, or add amenities within each park provided the overall recreational intent of the park is maintained. 10.8 Private Amenity Credit. Private recreational amenities constructed within the SOPD and owned and maintained by the POA shall receive credit up to fifty percent (50%) of the applicable parkland improvement obligation. This provision expressly supersedes the twenty-five percent (25%) private amenity credit limitation otherwise established by the City of College Station UDO. The remaining percentage is retained for deposit in the City's parkland dedication fund for the purpose of defraying the financial burden that new residential units impose on the existing public park system in the city, beyond the immediate development in which the dwelling is located. Eligible improvements may include, but are not limited to, splash pads, playgrounds, sports courts, pickleball courts, event lawns, covered gathering areas, trails, parking areas, drainage improvements, landscaping, lighting, and other facilities necessary to support the use and operation of recreational amenities serving residents of the Planned Development. Credit shall be based upon the total documented construction cost of eligible improvements, including all site development costs, supporting infrastructure, general conditions, contractor overhead and profit, and other customary project costs directly associated with the design and construction of such improvements. A. Availability of Private Amenity Credit. The purpose of this Section is to encourage the development of public park improvements before or concurrently with the construction of private recreational amenities while preserving the flexibility necessary for phased development. Private amenity credit shall become available upon the Developer demonstrating compliance with the intent of this Section through one or more of the following: i. Completion and City acceptance of the initial public park improvements identified for the applicable phase; ii. Posting of a performance bond, letter of credit, or other financial assurance acceptable to the City securing completion of the remaining required public park improvements identified for the applicable phase; or iii. Another phasing or financial assurance mechanism approved by the City that provides substantially equivalent assurance that the required public park improvements identified for the applicable phase will be completed. Private amenity credit earned more than or in excess of the amount that may be applied within a particular phase, whether due to the fifty percent (50%) limitation or the timing of public park improvements, shall be carried forward and remain available for application to subsequent phases in accordance with this Article. 10.9 Conceptual Nature of Exhibits and Administrative Modifications. A. Conceptual Alignment. The locations, dimensions, acreage, and alignments of the Improved Parks, Natural Parks, and trail networks depicted on Exhibit F (Conceptual Park and Trail Map) are conceptual 17 and illustrative in nature, representing the general intent and proposed connectivity of the park system at the time of zoning. B. Allowance for Modification. As detailed engineering, surveying, and site design occur, adjustments to the park system will be necessary. To accommodate final grading, drainage requirements, tree preservation, utility alignments, and final right-of-way locations, the Developer may modify the exact size, shape, boundaries, and locations of individual park tracts without requiring a formal amendment to this Planned Development. 10.10 Environmental Protection. Detailed lighting plans demonstrating compliance with lumen caps, cutoff requirements, and photometric analysis may be submitted with site plan or construction documents if applicable. ARTICLE 12-TANGIBLE COMMUNITY BENEFITS (Also attached as Exhibit H) 12.1 Community Benefits A. Increase landscape buffer planting requirements by 50% beyond UDO Section 7.7 minimums between P-MUD uses adjacent to Single Family Residential. i. Savannah Oaks will increase required landscape buffer planting standards by fifty percent (50%) beyond the minimum requirements of Section 7.7 of the UDO. This enhancement applies to all required canopy trees, non -canopy trees, and shrub plantings within buffer, resulting in a significantly denser and more effective vegetative screen than required by code. The increased planting quantities improve year-round opacity, enhance visual separation between land uses, and strengthen compatibility with P-MUD uses adjacent Single Family Residential Where existing natural vegetation is present and meets UDO standards, it will be preserved and credited toward buffer requirements, with supplemental plantings provided as necessary to achieve the enhanced standard. 19 Buffer Planting Requirements (+ 50% Enhancement) P-MUD Uses -General Commercial (GC) and Multifamily (MF) Adjacent to Single Family Residential Category UDO Requirement (Sec. 7.7) Savannah Oaks (+ 50% Enhancement) Canopy Trees 1 per 25 LF (min. 2" caliper) 1 per —16 LF (min. 2" caliper) 1 per 15 LF (min 1.25" caliper) or shrub 1 per 10 LF (min. 1.25" caliper) or Non -Canopy Trees substitution equivalent substitution +50% quantity (min. 5-gallon, 3' height, Shrubs 1 per 3 LF (min. 5-gallon, 3' height) increased evergreen mix) Vegetation Character Standard buffer planting per UDO Increased density, layered planting for improved screening *Landscape buffers between different land use areas within the P-MUD district (MF and GC) will adhere to UDO standards B. Increase landscape buffer widths by 50% beyond UDO Section 7.7 minimums between General Commercial (GC) uses adjacent to General Suburban (GS) and Multi -Family (MF) uses adjacent to Single Family Residential. i. Savannah Oaks will increase required buffer widths by fifty percent (50%) beyond the minimum standards of Section 7.7 of the UDO. This results in greater physical separation between differing land uses, improving the effectiveness of buffering for noise, lighting, and visual impacts. General Commercial (GC) uses adjacent to Single Family Residential will increase from 15 feet to approximately 22.5 feet, and Multi -Family (MF) adjacent to Single Family Residential will increase from 10 feet to 15 feet. When combined with enhanced planting requirements, these expanded buffer areas provide a more substantial and effective transition between land uses than is required under the UDO. Natural Vegetation Buffer Alternative a. Savannah Oaks may utilize existing natural vegetation as an alternative to standard buffer yard improvements where such vegetation meets the performance standards of Section 7.7 of the UDO. Natural vegetation may be credited in lieu of required buffer plantings and screening (fences or walls) provided that it consists of a healthy mix of canopy and understory trees and is of sufficient density to achieve a continuous visual screen. b. To qualify, existing vegetation must provide sufficient opacity to screen views to a height of six (6) feet, as documented through a site assessment. Vegetation used in lieu of standard buffer requirements shall be preserved and protected in accordance with the UDO Landscaping and Tree Protection standards. c. Where existing vegetation does not fully satisfy required buffer standards, supplemental plantings will be installed to meet UDO requirements, including any applicable enhanced standards associated with the Savannah Oaks PD. This approach allows for the integration of high -quality natural features into the buffer design while ensuring consistent compliance with performance -based screening objectives. d. The natural vegetation buffer alternative is preferred because it provides a more effective and sustainable form of buffering than fully constructed improvements. Existing mature vegetation, when preserved and enhanced, offers superior long-term visual screening through layered canopy and understory coverage while also delivering environmental benefits such as improved stormwater infiltration, reduced heat island effects, and preservation of existing ecosystems. This approach allows buffers to respond to existing site conditions rather than replacing them with uniform planted or constructed elements, resulting in more context -sensitive transitions between land uses. In addition, reliance on established vegetation reduces long-term maintenance needs and supports the preservation of mature tree stands that cannot be readily replaced, ultimately producing a higher -quality and more compatible edge condition than standard buffer yard installations alone. 21 C. Increase landscaping point requirements by 10% for all non-residential and multi -family development within the P-MUD, with existing protected canopy trees credited toward the increased point total per UDO Section 7.6.C.5. i. Higher point thresholds produce more diverse, higher -quality planting schemes rather than minimum - compliant box -checking. Crediting existing protected canopy incentivizes preservation of mature trees, the most ecologically valuable landscape assets on any site, rather than clearing and replanting. D. Meet Non -Residential Architectural Standards building material requirements on all primary entrance facades and facades facing a public right-of-way; facades not facing ROW or public park shall meet a minimum of 10% qualifying material coverage. i. Savannah Oaks will voluntarily comply with the Non -Residential Architectural Standards Subsection of Article 7 as a community benefit, applying these standards to all applicable non-residential development within the SOPD. This includes the use of durable, high -quality exterior materials such as masonry, brick, stone, or comparable approved finishes, as well as compliance with facade articulation requirements intended to reduce blank wall conditions and enhance architectural interest. These standards shall not apply to private amenity areas. ii. All non-residential buildings, including General Commercial (GC) areas within the P-MUD, will incorporate architectural detailing consistent with Article 7 standards, including material variation, fagade modulation, and other design elements that promote visual quality and pedestrian -scale development. By voluntarily adopting these standards, Savannah Oaks ensures a higher level of architectural design consistency and durability than would otherwise be required, enhancing compatibility with surrounding General Suburban (GS) uses and elevating the overall character of the development. E. Prohibit internally illuminated cabinet or box signs located within 200 feet of a General Suburban base zoning district or use, as measured from the sign location to the nearest property line of such district or use; halo -lit, externally lit, and non -illuminated signs permitted without restriction. i. Cabinet signs produce the highest light bleed and glare of any commercial sign type. Within 200 feet of residential uses, they create direct nuisance, particularly at night. Permitting halo -lit, externally lit, and non -illuminated alternatives without restriction preserves full commercial identity flexibility while eliminating the specific sign type most harmful to residential adjacency. F. All required canopy trees per UDO, within Savannah Oaks, shall be 100% Texas native species. i. Native canopy trees are climate -adapted, require less irrigation and maintenance once established, support local pollinators and wildlife corridors, and have higher long-term survival rates in Central Texas conditions. Committing 100% native species creates a cohesive, regionally appropriate tree canopy that performs better and costs less to maintain over time. G. All irrigated common areas, parks, medians, and greenbelt areas shall use smart irrigation controllers. i. Smart controllers adjust watering schedules based on real-time weather and soil conditions, typically reducing outdoor water consumption by 20-50% compared to timer -based systems. In a region facing 22 increasing drought pressure and municipal water demand, this commitment reduces the project's long- term water footprint. H. All Neighborhood Amenity Centers shall provide bicycle parking at 150% of the applicable non-residential minimum with fixed -frame racks integrated into entry design and located within 50 feet of an entrance. i. Amenity centers are the highest -frequency destinations within a residential community. Exceeding the minimum by 50% and placing them within 50 feet of an entrance removes the practical barriers to cycling as a primary mode of getting to shared amenities. This is an active transportation infrastructure where it will actually be used. Note: In the event of any conflict or inconsistency between the terms of Article 12 and any other provision of this PD, the terms of Article 12 shall govern and control in all respects ARTICLE 13 — INFRASTRUCTURE AND MAINTENANCE 13.1 Public Infrastructure. Streets, water, sanitary sewer, stormwater mains, and utilities intended for public use shall be constructed to City standards and dedicated to the City. 13.2 Approved Street and Utility Cross -Sections - Approved Cross -Sections. To ensure consistency and clarity in the development of the Savannah Oaks Planned Development District, all streets and utilities shall be designed in conformance with the approved street and utility cross -sections contained herein and within the applicable exhibits of this Planned Development. A. Superseding Standards. The approved street and utility cross -sections established by this Planned Development shall supersede the City of College Station Standard Specifications, Unified Development Ordinance requirements, and other applicable City Street design standards to the extent they differ. The intent of this provision is to provide certainty regarding the approved roadway and utility infrastructure standards applicable to Savannah Oaks and to protect the development from future modifications to City design standards adopted after approval of this Planned Development. B. Shared Use Paths (SUP). Modifications from current City standards include, but are not limited to, the removal of bicycle lanes from thoroughfares in exchange for a ten (10) foot wide shared use path on each side of roadways classified as Minor Collector or higher. These shared use paths are intended to provide safe and efficient transportation facilities for pedestrians, cyclists, and other non -motorized users, while maintaining connectivity throughout the development and surrounding areas of the city. Permitted users of SUPs may include, but are not limited to: pedestrians, joggers, cyclists, skateboarders, in -line skaters, scooter riders, wheelchair and mobility -device users, and e-bikes (Class 1 and 2, as defined by Chapter 664 of the Texas Transportation Code). Low -speed motorized devices such as golf carts and neighborhood electric vehicles (NEVs) may be permitted on SUPs in accordance with applicable speed and weight restrictions. C. Administrative Modifications. Minor modifications to approved street and utility cross -sections that do not materially alter the approved right-of-way width, pavement width, traffic capacity, utility capacity, or overall intent of the Planned Development may be approved administratively by the City Engineer without requiring an amendment to this Planned Development. 23 13.3 Private Infrastructure & HOA. Private amenities, internal private streets (if any), open -space maintenance areas, private stormwater BMPs, and landscaping in common areas shall be maintained by a mandatory home owners' association (HOA) or property owners' association (POA) unless otherwise noted. 13.4 Financial Assurances. City may require performance bonds, letters of credit, or other assurances for public improvements. 6O'R.OW. TWO-LANE UNDIVIDED MINOR COLLECTOR 60 R.O.W. EXHIBIT H Savannah Oaks Planned Development Community Benefits A. Existing mature vegetation, when preserved and enhanced, offers superior long- term visual screening through layered canopy and understory coverage while also delivering environmental benefits such as improved stormwater infiltration, reduced heat island effects, and preservation of existing ecosystems. C. Increase landscaping point requirements by 10% for all non-residential and multi -family development within the P-MUD, with existing protected canopy trees credited toward the increased point total per UDO Section 7.6.C.5. i. Higher point thresholds produce more diverse, higher -quality planting schemes rather than minimum -compliant box -checking. These standards shall not apply to private amenity areas. ii. All non-residential buildings, including General Commercial (GC) areas within the P- MUD, will incorporate architectural detailing consistent with Article 7 standards, including material variation, facade modulation, and other design elements that promote visual quality and pedestrian -scale development. F. All required canopy trees per UDO, within Savannah Oaks, shall be 100%Texas native species. Native canopy trees are climate -adapted, require less irrigation and maintenance once established, support local pollinators and wildlife corridors, and have higher long-term survival rates in Central Texas conditions. Committing 100% native species creates a cohesive, regionally appropriate tree canopy that performs better and costs less to maintain overtime. G. All irrigated common areas, parks, medians, and greenbelt areas shall use smart irrigation controllers. Smart controllers adjust watering schedules based on real-time weather and soil conditions, typically reducing outdoor water consumption by 20-50% compared to timer -based systems. In a region facing increasing drought pressure and municipal water demand, this commitment reduces the project's long-term water footprint. H. All Neighborhood Amenity Centers shall provide bicycle parking at 150% of the applicable non-residential minimum with fixed -frame racks integrated into entry design and located within 50 feet of an entrance. Note: In the event of any conflict or inconsistency between the terms of Article 12 and any other provision of this PD, the terms of Article 12 shall govern and control in all respects
