Notice is hereby given that a quorum of the meeting body will be present in the physical location
stated above where citizens may also attend in order to view a member(s) participating by
videoconference call as allowed by 551.127, Texas Government Code. The City uses a thirdparty
vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting access
and participation will be in-person only.
1. Call to Order, Pledge of Allegiance, Consider Absence Request.
Speaker Protocol
An individual who desires to address the Planning & Zoning Commission regarding any agenda item
must register with the Commission Secretary two (2) hours before the meeting being called to order.
Individuals shall register to speak or provide written comments at
https://forms.cstx.gov/Forms/CSCouncil or provide a name and phone number by calling 979-764-
3570. Upon being called to speak an individual must state their name and city of residence, including
the state of residence if the city is located out of state. Speakers are encouraged to identify their College
Station neighborhood or geographic location. Please do not carry purses, briefcases, backpacks,
liquids, foods or any other object other than papers or personal electronic communication devices to
the lectern, nor advance past the lectern unless you are invited to do so. Comments should not
personally attack other speakers, Commissioners, or staff. Each speaker’s remarks are limited to three
(3) minutes. Any speaker addressing the Planning & Zoning Commission using a translator may speak
for six (6) minutes. The speaker’s microphone will mute when the allotted time expires and the speaker
must leave the podium.
2. Hear Visitors.
At this time, the Chairperson will open the floor to visitors wishing to address the Commission on issues
not already scheduled on tonight's agenda. The visitor presentations will be limited to three minutes in
order to accommodate everyone who wishes to address the Commission and to allow adequate time
for completion of the agenda items. The Commission will receive the information, ask city staff to look
into the matter, or will place the matter on a future agenda for discussion. (A recording is made of the
meeting; please give your name and address for the record.)
3. Consent Agenda
All matters listed under the Consent Agenda, are considered routine by the Commission and will be
enacted by one motion. These items include preliminary plans and final plats, where staff has found
compliance with all minimum subdivision regulations. All items approved by Consent are approved with
any and all staff recommendations. Since there will not be separate discussion of these items, citizens
wishing to address the Commission regarding one or more items on the Consent Agenda may address

the Commission at this time as well. If any Commissioner desires to discuss an item on the Consent
Agenda it may be moved to the Regular Agenda for further consideration.

• A request to rezone approximately 2.6 acres of land generally located at the terminus of
Castle Rock Parkway from PDD Planned Development District to PDD Planned
Development District to amend the concept plan. The Planning & Zoning Commission
heard this item on November 20, 2025 and voted (7-0) to recommend approval of the
rezoning. The City Council heard this item on December 11, 2025 and voted (6-0-1) to
approve the request.

A Planning & Zoning Member may inquire about a subject for which notice has not been given. A
statement of specific factual information or the recitation of existing policy may be given. Any
deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.
8. Adjourn.
The Planning and Zoning Commission may adjourn into Executive Session to consider any item listed
on the agenda if a matter is raised that is appropriate for Executive Session discussion.

Chairperson Cornelius called the meeting to order at 6:00 p.m.
2. Hear Visitors

3. Consent Agenda
3.1 Consideration, discussion, and possible action to approve meeting minutes.

Commissioner Chaloupka moved to approve the Consent Agenda, Commissioner Higdon seconded the motion, the motion passed 7-0. 4. Consideration, discussion, and possible action on items removed from the Consent
Agenda by Commission Action.
No items were removed from the Consent Agenda for discussion. 5. Regular Agenda
5.1 Public Hearing, presentation, discussion, and possible action regarding an ordinance amending Appendix A, Unified Development Ordinance, Article 4, "Zoning Districts", Section 4.2 “Official Zoning Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning district boundaries from PDD Planned Development District to PDD Planned Development District to amend the concept plan on approximately

2.6 acres generally located at the terminus of Castle Rock Parkway. Case #REZ2025- 000024
Planner Segraves presented the concept plan amendment to the Commission recommending approval. Commissioner Chaloupka asked if there are other developments with similar changes
in this vicinity.
Planner Segraves clarified that these changes are specific to this lot only. Commissioner Collins asked where the development would be required to take frontage
from, if this concept plan amendment is not approved.
Planner Segraves clarified that the townhomes on the northeast side of the development would be required to front Castle Rock Parkway, and the townhomes on the northwest side of the development would not be allowed if the concept plan amendment is not approved.
Chairperson Cornelius asked for clarification on plans for the property to the east and north of Castle Rock Parkway. Planner Segraves clarified that the development to the north of Castle Rock Parkway is
the existing PDD Planned Development District for Phillips Square, across the private
access drive is an office development, and GC General Commercial is directly across the street. Chairperson Cornelius opened the public hearing.
Cynthia Dubois, Castle Rock Phase 1A, College Station, spoke on the rezoning with concerns for clear cutting the area and existing swimming pool access. Chairperson Cornelius closed the public hearing.
Commissioner Collins asked if the development is required to have twice the number of required trees. Planner Segraves clarified that the developer has proposed a community benefit to
provide 50% more landscaping than required.
Commissioner Collins asked for the total number of trees required for the development. Planner Segraves stated that the standard UDO requirement is two trees per unit.

Commissioner Finch moved to recommend approval of the concept plan amendment. Commissioner Higdon seconded the motion; the motion was approved
7-0.

AN ORDINANCE AMENDING APPENDIX A, “UNIFIED DEVELOPMENT
ORDINANCE,” ARTICLE 11 “DEFINITIONS”, SECTION 11.2 “DEFINED TERMS” OF
THE CODE OF ORDINANCES OF THE CITY OF COLLEGE STATION, TEXAS, BY
AMENDING THE DEFINITION OF FAMILY; PROVIDING A SEVERABILITY
CLAUSE; DECLARING A PENALTY; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART 1: That Appendix A, “Unified Development Ordinance,” Article 11 “Definitions”,
Section 11.2 “Defined Terms” of the Code of Ordinances of the City of College
Station, Texas, be amended as set out in Exhibit “A” attached hereto and made a
part of this Ordinance for all purposes.
PART 2: If any provision of this Ordinance or its application to any person or circumstances
is held invalid or unconstitutional, the invalidity or unconstitutionality does not
affect other provisions or application of this Ordinance or the Code of Ordinances
of the City of College Station, Texas, that can be given effect without the invalid
or unconstitutional provision or application, and to this end the provisions of this
Ordinance are severable.
PART 3: That any person, corporation, organization, government, governmental subdivision
or agency, business trust, estate, trust, partnership, association and any other legal
entity violating any of the provisions of this Ordinance shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be punishable by a fine of not less
than twenty five dollars ($25.00) and not more than five hundred dollars ($500.00)
or more than two thousand dollars ($2,000) for a violation of fire safety, zoning, or
public health and sanitation ordinances, other than the dumping of refuse. Each day
such violation shall continue or be permitted to continue, shall be deemed a separate
offense.
PART 4: This Ordinance is a penal ordinance and becomes effective ten (10) days after its
date of passage by the City Council, as provided by City of College Station Charter
Section 35.
