A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS,
APPROVING CONTRACT 411-073 FOR BROTHERS POND PARK IMPROVEMENTS, PROJECT
NUMBER PK-1003, AND AUTHORIZING EXPENDITURE OF FUNDS.
WHEREAS, the City of College Station, Texas, solicited bids for construction improvements in
Brothers Pond Park, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS:
PART 1: That the City Council hereby finds that OCC Construction Corp., is the lowest, responsible
bidder.
PART 2: Thatthe City Council hereby approves the contract with OCC Construction Corp., in the
amount of $205,025.00 and one hundred and twenty (120) calendar days for the labor,
materials, and equipment required for the construction improvements in Brothers Pond
Park.
PART 3: That the funding for this contract shall be as budgeted from the GOB 2008 Fund in the
amount of $205,025.00.
PART 4: That this resolution shall take effect immediately from and after its passage.
ADOPTED this the 27th day of January, 2011.

Re: Agenda Item #4, Consideration of Removing On Street Parking along Longmire
Dear City Council members,
First, I worked with many of you, while serving on Bryan P & Z, including last year as chairman.
Dr. Crompton, Mr. Maloney, and Mr. Ruesnik know that I have been a very vocal proponent of
bike lanes and sidewalks. I have encouraged both cities to work together along South College
and prioritize connectivity of Veterans Park area with Bryan's Park Hudson for bicycling and
pedestrians.
That said, our firm has managed the College Station Business Center since 1991. 1 believe taking
away these remaining 11 parking spot is not fair.
The Center was constructed in the 1980's, meeting requirements at the time. Tenants were
allowed to park on street for 20+ years. Current requirements require C-2 to have 1 space for
350 SF, or 252 spaces. We have 215, a 37 space deficit. The Center truly needs the 11 spaces
on the street.
These tenants by locating their businesses here have contributed to the local economy. Many
have flourished and out grown us over the years. At the same time, the owner-a local professor in
the Bush School-has been a good citizen, keeping the property up, and providing affordable
space for small businesses.
In 2004, the City required the Center to construct a dumpster enclosure for a new tenant,
requiring the Center to taking out a grassy island to add 3 spaces to accommodate the dumpster.
About 5 years ago, staff requested and received permission for a bike route along this short
segment of Longmire. We reached a compromise that fairly balanced the bicyclists and tenants
of the College Station Business Center. Now Commission Staff wants to completely forbid on
street parking.
Interviews with tenants by City Staff showed elimination of on street parking would be a serious
detriment to these small business owners. Nevertheless, City Staff continues to insist on
elimination of all on street parking.

What is the true benefit to bicyclists along this segment of Longmire? Yesterday, between 5 and
10 pm, we conducted a bicyclist survey and counted a total of one bicycle using this route at a
time when one would expect high usage. Then between 7 am and 1:30 pm today, we counted a
total of six bicyclists (three were Mormon missionaries) travelling the route, unimpeded by the 11
parking spaces. Please remember, one side is bike lane only now and the other has a bike lane,
and both sides have nice modern sidewalks.
Does this sound like a fair balancing of the interests of bicyclists and the 40+ small business
owners who make their livelihood at the Center?
You might wonder where the owner is tonight. Dr. Griffin is out of town. We did not learn of this
meeting until yesterday and he unfortunately could not change his travel plans. Nevertheless, he
asked me to ask you on his behalf to deny this motion and to keep the status quo as a
reasonable accommodation to all parties involved.
