AN ORDINANCE AMENDING THE COMPREHENSIVE LAND USE PLAN OF THE CITY
OF COLLEGE STATION, TEXAS; BY AMENDING THE THOROUGHFARE PLAN MAP;
PROVIDING A SEVERABILITY CLAUSE; DECLARING A PENALTY; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART 1'
That the "Comprehensive Land Use Plan" of the City of College Station be
amended as set out in Exhibit "A" attached hereto and made a part of this
ordinance for all purposes.
PART 2'
That if any provisions of any section of this ordinance shall be held to be void or
unconstitutional, such holding shall in no way effect the validity of the remaining
provisions or sections of this ordinance, which shall remain in full force and
effect.
PART 3'
That any person, firm, or corporation violating any of the provisions of this
chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof
shall be punishable by a fine of not less than Twenty-five Dollars ($25.00) nor
more than Two Thousand Dollars ($2,000.00). Each day such violation shall
continue or be permitted to continue, shall be deemed a separate offense. Said
Ordinance, being a penal ordinance, becomes effective ten (10) days after its date
of passage by the City Council, as provided by Section 35 of the Charter of the
City of College Station.

Area TI:
The thoroughfare plan has never shown the existing interchanges on FM 60 at SH 47 and Turkey
Creek Road. This change would show these interchanges.

Although the City of College Station has no thoroughfare planning authority on the Texas A&M
University campus, it is important that these roads are shown as they impact planning adjacent to the
campus. This change would show these roadways.

Area T3:
A recent comprehensive plan amendment was adopted for the area west of Wellborn Road (FM 2154),
south of FM 2818, and north of Graham Road. As part of this plan, the section of SH 40 between
Graham Road and FM 2818 was removed, but the proposed interchange associated with SH 40 at FM
2818 was not removed. Additionally, FM 2818 was shown to transition from a freeway to a major
arterial at the SH 40 interchange location. With SH 40 removed, this transition should be moved to the
Wellborn Road interchange location. These changes would remove the FM 2818/SH 40 interchange
and move the thoroughfare transition along FM 2818 to Wellborn Road.

Area T4:
Related to the changes stated in Area T3, the section of SH 40 between Wellborn Road and Graham
Road was not removed. In addition, the proposed interchange associated with SH 40 was kept at
Rock Prairie Road. These changes would remove the remaining SH 40 section and its associated
interchange at Rock Prairie Road.

Area T5:
As the Shenandoah residential subdivision has been platted, city staff have worked with the
developer to plat the extension of Alexandria Avenue to intersect with Decatur Drive rather than
allow it to dead end as it is shown on the current thoroughfare plan. This change would reflect this
thoroughfare extension.

Area T6:
The proposed Colgate Drive extension is located between Eastmark Drive and the SH6 frontage road
just south of Southwest Parkway. After reviewing the location of the roadway and its intersection
with the SH 6 frontage road, it was found that this location falls within the influence area of the SH 6
exit ramp. Locating a roadway in this influence area would provide the opportunity for drivers
exiting the freeway to make a hazardous lane change maneuver to turn onto Colgate Drive. This
change would remove the Colgate Drive extension.
