UPDATED BUILDING CODES The College Station City Council recently adopted the latest edition of the International Building Codes (I-Codes) and the latest edition of the National Electrical
Code (NEC) for use in College Station. The updated codes will go into effect on January 1, 2010. The City of College Station currently uses the 2006 edition of the I-Codes and the 2005
edition of the NEC. The International Code Council and National Fire Protection Association issue updated code editions every three years. The changes included in the latest code editions
help clarify intent, improve energy efficiency, and strengthen requirements designed to safeguard the public health, safety, and general welfare. The adoption of the 2009 I-Codes and
the the 2008 NEC is a key com-advances the Green College

Page 2 /November 2009 /www.cstx.gov NEIGHBORHOOD SERVICES: SEMINAR SUPPERS & PARTNERSHIP PROGRAM The Neighborhood Services Office offers monthly Seminar Suppers free to homeowner association
(HOA) and neighborhood association leaders and members. The Seminar Suppers provide a hearty meal and a forum for education and information on local and regional topics and networking
between neighborhood leaders. The goals of the Seminars are to inform and educate neighborhood leaders on things going on the community and equip them to become stronger associations.
From development pro-jects to police beat strategies to ways to be green at home, the Seminars offer a variety of topics for those attending. In addition to providing information, it
is also an opportunity for neighborhood leaders to meet, network and share information among themselves. This format helps to build relationships be-tween the associations and their
leaders. The Seminars are held monthly, with the exception of the sum-mer months, June, July and August.
Partnership Program. This program allows partner associations access
to the Strong & Sustainable grant program, the Mosquito Abatement reimbursement program, important information on city meetings, and ongoing support for the association. The Neighborhood
Services Coordinator manages this program as well as the Seminar Suppers and acts as liaison between the neighborhoods and various city depart-ments. Currently, there are 60 HOA and

PRESERVATION: LANDSCAPING & TREE PROTECTION The College Station City Council approved an amendment to the Landscaping and Tree Protection section of the Unified Development Ordinance
at their regular meeting on December 10th. Staff held several stakeholder meetings to gather input and feedback on the ordinance prior to consideration and adoption by City Council.
The ordinance adds new standards for single-family and townhouse lots. The amendment includes the re-quirement that two trees of two-inch caliper or one four-inch caliper tree be planted
on each new single-family or townhouse lot. These can be either canopy or non-canopy trees and include trees on the College Station Planting list. This requirement is only applicable
to new subdivisions and does not apply to existing single-family or townhouse lots. In addition to the new standard for single-family and townhouse lots, the ordinance includes incentives
for non-residential and multi-family developments. These include increased point credit for trees preserved during construction and a 10% point credit for landscape plans prepared by

www.cstx.gov /November 2009 /Page 4 PLANNER ON CALL FREQUENTLY ASKED QUESTION The Planner on Call system helps over 1,800 people a year that call, email, or come into the P&DS office

or POC@cstx.gov. Q: I am planning to add onto my existing commercial building. Do I need to meet the Non-Residential Architectural Standards? A: The short answer to this question is
yes. Any addition must comply with Section 7.9 of the Unified -
tant to realize that if the expansion involves altering the existing building in any way, including painting, the existing building
must come into compliance for that item being changed. If the fa-çade materials change on more than 10% of the total square footage of all facades, the whole building must come into
compliance for materials and colors. Depending on the situation, architec-tural relief elements may also need to come into compliance if materials are changed on the exist-ing building.
As a side note, it would be helpful to look through Article 7 of the UDO to see what other site plan re-visions will be needed when the building is expanded.
Page 5 /November 2009 /www.cstx.gov CITY CODE REQUIREMENTS FOR TEMPORARY SIGNS One of the most important code provisions that the Community Enhancement Division enforces is the sign
ordinance. The sign ordinance, contained in Section 7.4 of the Unified Develop-ment Ordinance, is designed to establish clear regulations pertaining to the use of signs, pro-mote an
attractive community, foster traffic safety, and enhance effective communication. The sign ordinance applies to all types of signs, including banners, flags, and temporary signs. Temporary
signs present a special challenge for the City since they can result in litter and create a safety hazard for motorists. While certain types of temporary signs are allowed by the sign
ordinance, others are not. For example, temporary signs for neighborhood events and home tour-events are allowed within established parameters, but temporary signs at-tached to utility
poles are prohibited. Please help us keep College Station attractive by avoiding the use of illegal temporary sign-age. The City of College Station cares deeply about its appearance
and combating illegal temporary signs helps to ensure that our streets and neighborhoods remain safe and clean. For more information regarding sign requirements in College Station, please
