HomeMy WebLinkAbout04/29/1974 - Regular Minutes City Council MINUTES Called City Council Meeting April 29, 1974 4: 00 P.M. MEMBERS PRESENT- Mayor O.M. Holt; Councilmen Larry Bravenec, Homer Adams, Fred Brison, Jim Dozier, Jim Gardner, Don Dale; City Manager North Bardell; Tax-Assessor Collector Deitrich Bengs; Fire Chief Douglas Landua; Fire Marshall Harry Davis; Administrative Secretary Sadie Holligan. MEMBERS ABSENT: None. VISITORS PRESENT: See Guest Register. The meeting convened at 4:00 P.M. Mayor Holt explained that agenda items 1 and 2 were to be discussed in a closed executive session-, by the council and items 3 and 4 would be proceeded wi th. Agenda Item No. 3 - Procedures for future council meetings, (dates, times). The discussion opened, as Mayor Holt stated that the meetings other tha~ the regular meeting previously called "workshop meetings" needed to be established. Also the time of the meeting needed to be set. These meetings had been held at various times in the afternoon. Mayor Holt suggested the regular meeting be held in the afternoon as most cities are getting away from the night meetings. This would probably cut down on the time taken for these meetings and they wouldn't last so long into the night. Councilman Gardner stated he would like to have two regular meetings for instance on the second and fourth Monday nights of the month. Councilman Brison felt that the second Monday could be set aside in case a meeting is needed. Councilman Dale made a motion that the regular meeting stay as the fourth Monday of the month, but at 3:00 P.M., and have called meetings when necessary. Councilman Brison seconded the motion and discussion followed. Councilman Gardner felt that the public usually did not know about the workshops. Councilman Brison felt the previous workshops were very rewarding as information for future meetings was gathered and discussed. Councilman Bravenec was for the work study session, but preferred to drop the term "workshop" and he also ,wanted to establish set meeting times. Councilman Dale spoke against a set time for additional meetings needed. Question was called and Councilman Dale's motion was voted on as follows: 01709 MINUTES, Called City Council Meeting April 29, 1974 Page 2 Yes - Councilmen Dale, Brison; Mayor Holt No - Councilmen Bravenec, Gardner, Adams Abstained - Councilman Dozier The vote was a tie, therefore the motion failed. Councilman Adams moved that the regular monthly meeting be kept as the fourth Monday at 7:00 P.M. Councilman Brison seconded and the vote went as follows: Yes - Councilmen Bravenec, Adams, Brison No - Mayor Holt; Councilmen Dozier, Gardner, Dale The motion failed. Councilman Dozier moved that two meetings be established. One on the first Monday, and the second the third Monday. The motion died for lack of a second. Councilman Adams moved that meetings be held on the second Tuesday and fourth Monday at 7:00 P.M. The motion was seconded by Councilman Gardner and the vote was as follows: Yes - Councilmen Bravenec, Gardner, Adams No -Councilmen Dale, Dozier, Brison; Mayor Holt The motion failed. Councilman Bravenec moved that the first motion by Councilman Dale, "fourth Monday at 3-00 P.M. with any called as necessary" be reconsidered with a change of time from 3:00 P.M. to 7:00 P.M. Council- man Brison seconded the motion and the vote went as follows: Yes - Councilmen Bravenec, Adams, Brison, Dale No - Councilmen Gardner, Dozier, Mayor Holt The motion carried. A discussion of the method of generating the agendas for both called and regular council meetings was held. Councilman Dale moved and Councilman Brison seconded that the present method be continued. The motion carried unanimously. Councilman Dale moved and Councilman Brison seconded that the Brazos Valley Development Council be designated as the Metropolitan Planning Organization under the authority of Section 112 of the Federal-Aid Highway Act of 1973. Councilmen Brison, Dale, Bravenec and Adams voted yes. Councilmen Dozier and Gardner voted no. The motion carried. Councilman Bravenec moved that the motion be reconsidered. The motion died for lack of a second. MINUTES, Called City Council Meeting April 29, 1974 Page 3 EXECUTIVE SESSION The meeting was called into executive session with Mayor Holt, and Councilmen Adams, Bravenec, Brison, Dale and Gardner present. Councilman Dozier was absent. A motion was made that Commissioner Mathewson not be reappointed to the Planning and Zoning Commission. Commissioners Boyett and Longley were reappointed to the Planning and Zoning Commission. Barney Stevenson was appointed to the Commission and John Longley was appointed Chairman. The City Manager was authorized to negotiate for property acquisition at two sites. The meeting adjourned at 7:15 P.M. APPROVED Mayor ATTEST Secretary
