Call to Order and Announce a Quorum is Present With a quorum present, the Citizens' Charter Review Commission was called to order by Chair Lynn McIlhaney at 4:00 p.m. on Wednesday, October 5, 2011 in the City Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77842. 2. Hear Visitors There were no citizen comments. 3. Presentation, possible action, and discussion on minutes for September 7, 2011 Regular Meeting. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Prewitt, the Commission voted seven (7) for and none (0) opposed, with Commissioner Childers abstaining, to approve the minutes of the September 7, 2011 Regular Meeting. The motion carried. 4. Review and discussion on public education materials provided by the Public Communications Office for the Charter Amendment Election to be held November 8, 2011. RM100511 Minutes Page 1 Jay Socal, Public Communications Director, and Colin Killian, Communications and Marketing Specialist, reported on the various means they will utilize to educate the public about the upcoming election. In addition to the utility billing insert, a thirty- second public service announcement has been produced for the media. A ninety- second public service announcement will be shown on the City website. Media interviews will also be conducted and broadcast. 5. Presentation, possible action, and discussion on Charter changes already reviewed and approved on the Plan of Work. The Commission agreed to change "advice" to "recommendation" in Section 26. The City Attorney was asked to research the language in Section 36 to possibly change the last sentence to read, "Failure to obey such subpoena or to produce books, papers or other evidence as ordered under the provisions of this section shall constitute a Class C misdemeanor." The Commission noted that Section 77 may change depending on the outcome of the Charter Amendment election on November 8, 2013. 6. Presentation, possible action, and discussion on recommended legal changes to the Charter. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Prewitt, the Commission voted eight (8) for and none (0) opposed, to approve the legal changes proposed by the City Attorney. The motion carried unanimously. 7. Presentation, possible action, and discussion on new meeting dates and times or possible suspension until January 2012. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Prewitt, the Commission voted eight (8) for and none (0) opposed, to suspend the meetings until the third Wednesday in January 2012, and meet the third Wednesday of every month thereafter, until changed. The motion carried unanimously. 8. Presentation, discussion and possible action on the attached Plan of Work, any items on the Plan of work, and possible criteria to be used in order to add items to the Plan of Work. This item was not discussed. 9. Discussion and possible action on future agenda items. An updated Plan of Work will be provided to the Commission for their review. The Commissioners were asked to contact the City Secretary for possible future agenda items. RM100511 Minutes Page 2 10. Adjournment MOTION: Upon a motion made by Commissioner Childers and a second by Commissioner Prewitt, the Commission voted eight (8) for and none (0) opposed, to adjourn the Regular Meeting of the Citizens Charter Review Advisory Commission at 5:17 p.m. on Wednesday, October 5, 2011.
