Call to Order and Announce a Quorum is Present With a quorum present, the Historic Preservation Committee was called to order by Chair Susan Irza at 4:00 p.m. on Monday, November 7, 2011 in the College Station Conference Center, 1300 George Bush Drive, Room 103, College Station, Texas 77842. 2. Hear Visitors Linda Harvell, commented on the Southside Neighborhood meeting she attended last week. The meeting was well planned, but when the young lady from Planning and Development began, you could see the citizens react negatively. It appears the City is speaking from both sides of their mouth. Ms. Harvell read the City's definition of historic preservation and asked what is the City doing to support historic preservation? There is the formation of the Historic Preservation Committee, the Landmark Commission, and they have created an historic overlay district. This is the City's perception of preserving the City's history. She noted that the Music Room is the oldest building owned by the City and asked why can't the City be proactive in preserving our history and use it as a museum. The City is allowing developers to come in and tear down older homes. Developers are putting in nice, curb - appeal, two -story houses as rental units. The City is doing nothing to preserve the integrity of the history of College Station, and she has real concerns about the City's perception of history. Why do they have to put a complex for 46 RM110711 Minutes Page 1 students in our neighborhood? There are four permanent homeowners in her neighborhood; the rest are all students. The City is talking out of both sides of their mouth. It is scary what the City is allowing to happen to our neighborhoods. 3. Possible action and discussion on absence requests. Jerry Cooper's absence was approved. The City Secretary was asked to place an agenda item on the next City Council agenda to replace Frances Williams, who has been absent three meetings in a row. The City Secretary was also directed to accept applications for a replacement. 4. Possible action and discussion of minutes for: • September 12, 2011 • October 3, 2011 MOTION: Upon a motion made by M.D. Marshall and a second by Libby Vastano, the Committee voted eight (8) for and none (0) opposed, to accept the minutes as corrected, correcting Dr. Thorns name in the September 12 minutes. The motion carried unanimously. 5. Presentation, possible action, and discussion on Heritage Preservation Committee Bylaws. Chair Irza stated this was simply an informational item. No action was taken. 6. Presentation, possible action, and discussion on College Hills Baptist Church marker and marker for 1009 Walton (Binney residence). M.D. Marshall briefly discussed researching a new supplier for the markers. He also brought up the possibility of a minimal application fee instead of the applicant "paying" for the award. Committee consensus was to research the cost of the markers and only charge a pass - through fee. It was suggested that the Preservation Excellence Awards and the Historical Marker Program be under the same umbrella. M.D. Marshall will oversee this collaboration. Mr. Marshall reported the application for 1009 Walton (Binney residence) is under review. 7. Presentation, possible action, and discussion on the College Station history book proiect. This item was withdrawn due to Mr. Cooper's absence. 8. Presentation, possible action and discussion on Preservation Excellence Awards. This item was discussed in conjunction with item #6. RM110711 Minutes Page 2 9. Update and report on participation in Brazos Valley Worldfest. Louis Hodges reported on the booth for Worldfest. It will be like the booth at Booneville Days, and they will have Project HOLD materials to hand out. The HPC intern and student volunteers will assist at the booth. There will also be a demonstration of leather stamping. 10. Update on the Historical Records Coordinator position and budget update. Sherry Mashburn reported that several interviews have been conducted, with more to come. The position is a part-time position with benefits. 11. Review, possible action, and discussion regarding the following sub - committees: • Historic Marker Program — M.D. Marshall • Oral History Transcription Project — Lou Hodges • Exploring History Lunch Lecture Series — Susan Irza, Marci Rodgers • Landmark Commission (Liaison) — Susan Irza • 75th Anniversary — Linda Harvell, Patricia Cleere, Jerry Cooper, Susan Irza • College Station Timeline & College Station History Book Advisor — Jerry Cooper • College Station Oral History Interviews & Educational Initiatives — Libby Vastano, Susan Irza Susan Irza reported on the Exploring History Lunch Lecture Series. This Wednesday, November 16, Jim Singleton will be speaking about "Interesting Brazos Valley Architecture ", and Texas Trading Post will be the sponsor. This will be the last lecture for 2011. Next year's lectures are all lined up and the first lecture will about Millican, presented by Col. John Vilas. The lecture after that will be presented by Dr. Everett Gibson (Pat Cleere's cousin), an expert from NASA. Susan Irza reported on the Landmark Commission. She stated that the committee has done nothing and has difficulty in obtaining a quorum. The next meeting is supposed to be November 14 or 16, but she will be surprised if they get a quorum since those dates conflict with another event. Linda Harvell reported on 75'" Anniversary Committee. The next meeting is Thursday at 8:30 a.m. at the Conference Center. The committee has done a reality check and is planning for a one -day event at Veterans' Park on October 19, 2013. In addition to homecoming, there will be a vintage softball game. Libby Vastano reported on the Oral History Interviews. She is compiling a list of potential interviewees. 12. Presentation and discussion of historical items presented by committee members which may include historical books, pictures, artifacts, scrapbooks, or other memorabilia. No action will be taken. RM110711 Minutes Page 3 Louis Hodges presented to the Committee Texas currency signed by Mirabeau B. Lamar from the 1840's. He reported that when Texas joined the United States, the currency was canceled by punching or slitting, and the exchange rate was 1:1. 13. The motion carried unanimously. Linda Harvell reported there will be a Sister Cities Historic Home Tour on Tuesday, December 6, from 5:00 p.m. — 8:00 p.m. 14.
