Staff would call attention to the fact that this final plat conforms to preliminary plat which was approved with variances to required frontage widths of Lots 13 and Lot 2. Zoning Official (Landscaping) Shirley Volk, Planning Techician SUBJECT: Conditional Use Permit - Retail Filling Station in C -3 zoning district (85 -702) The PRC met on April 24, 1985 to review the above mentioned site plan and recommends approval with the following conditions *: (1) Submit a letter to the Electric Department requesting underground electric service. (2) Designate the location of utility service to the building; take into consideration the location of the underground storage tanks when making plans. An additional junction box will be needed for future service to the adjacent lot. Agreement reached that the pad for a transformer will be located in the easement in the northernmost corner of the lot; if location is changed to a point outside the existing easement, an additional easement will be required. Coordinate the above details with the Electric Department. (3) A fire hydrant must be located within 300 feet of all parts of all buildings. Access to the hydrant from the street and back to the building must be provided; this access must have an all weather surface; type of surface to be approved by City Engineer's office. Location of any fire hydrants must be determined by the Fire Department and the Water & Sewer Department. If a hydrant is located in the right -of -way of existing streets, that location must also be approved by the Highway Department. 1 PRC 85 -702 page 2 (4) The detention pond may not function as required at the location shown. Assistant City Engineer Mark Smith suggested that the pond be separated from the bar ditch. If this separation is not done, show what affect the detention pond will have on runoff from this site; include flow from all upstream. Furnish this information to the Engineering Department. Engineering Department will have final approval of location and type of detention. (5) Change the "Laid down curb" to regular 6" raised curbing with cuts included to facilitate drainage. A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking." (6) City Engineer Pullen and Mr. Cruse have reached an agreement that the access drive into this project should be moved an additional 10 feet into the property (away from Texas Avenue). (7) Only 1 freestanding sign is allowed for Lots 1 & 2 Block A and Lots 1 & 2 Block B of the Haney Highway 6 plat. This project is located on Lot 1 Block A. If the allowable freestanding sign is located on this lot, no other freestanding sign will be allowed on Lot 2 Block A or on Lots l & 2 Block B of this subdivision. Confer with Zoning Official Kee regarding exact regulations. (8) Dumpster location as shown is acceptable. (9) Indicate location of hose bib. If irrigation system is being used, please so indicate on site plan. (10) A total of 787 landscaping points can be allowed for canopy trees on this site. Show exactly which trees will be protected and counted for points. Show details of typical barricades which will be used prior to beginning work on this land. Ordinance requires all disturbed areas in rights -of -way, swales and setbacks shall be covered with groundcover (sod, hydromulch, etc.). Assistant Zoning Official Johnson suggests dwarf juniper (or other acceptable species) rather than the dwarf pittosporum which has been shown. Coordinate landscaping with Mrs. Johnson. (13) Show the location of the handicap ramp on the site plan; also show location of handicap parking spaces. *Any changes to an approved site plan must be cleared through the office of the Director of Planning. Should substantial changes be proposed, approval will be required by the Planning & Zoning Commission. SUBMIT 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT PRIOR TO 5:00 P.M. TO BE INCLUDED ON P &Z AGENDA FOR MAY 2ND MEETING. sjv 2
