David Riley, GTE Joe Guidry, Electrical Superintendent Shirley Volk, Planning Technician SUBJECT: Preliminary Plat - 32.50 acres Reserve Tract 3 Quail Run Estates - Phase I (84 -317) A Presubmission Conference was held on this date to review the above mentioned plat, and staff recommends approval but notes that the P &Z Commission and the Council should be aware that the following variances are included: (1) Streets have 60 foot right -of -ways which complies with County standards, rather than 70 foot right -of -ways which would comply with City requirements. (2) Frontage widths of Lot 13 and Lot 2 are less than the City requirement of 100 feet. Zoning Official Rick Ploeger, City Forester Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Lowe's College Station Store - 84 -432 The P.R.C. met on this date to review the above mentioned plan, and recommends approval with the following conditions:- (1) Coordinate electrical service location, type and requirements with Electrical Department. Some additional easements may be required. (2) Lowe's will be charged for the relocation of the existing electrical line. (3) Correct location of the 100 year flood plain on the revised plan. (4) Furnish a revised runoff and drainage statement to the City Engineer. Include the 10 year flood plain information. (5) The curbing around the building must be marked as Fire Lanes. (6) Show a breakdown summary of the square footage. (7) Correct the figures shown for number of parking spaces. (8) The dimension of the parking spaces adjacent to loading zones should be 20 feet instead of 13 feet as shown. (9) Sign must be relocated to meet ordinance requirements. (10) Indicate the proposed use of the accessory building. (11) Show a profile of the cross pipes on the driveway. (12) Recalculate landscaping points on the plan and indicate the correct figures. (13) The location of the rolloff trash container is acceptable. (14) Indicate the type and application of the sod to be used. Bill Riley, Water & Sewer Department Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Schulman Theater - 84 - 431 The P.R.C. met on this date to review the above mentioned project, and recom- mends approval with the following conditions:* (1) Off- premise parking in the parking easement is limited to lots within the same zoning district. Cross -over parking for a C -1 project should not be on an A -P lot. Off- premise parking cannot be considered in the required parking for the respective adjacent developments without a variance from the Zoning Board of Adjustment. (2) Provide 4 additional handicapped parking spaces. (3) The driveway in the rear must be a minimum of 20 feet in width. (4) The curbing around the islands and the front of the building (along the front drive) is marked as Fire Lanes. (5) The dumpster pad is a minimum of 12 ft. x 12 ft. (6) Use of 1- 6 cubic yard dumpster is suggested. (7) Electrical service to the building is a problem as shown. Furnish load data requirements to the Electrical Department, and then coordinate the location of the service with that department. (8) The three buildings must be separated with 4 hour fire walls with no penetration of those walls. In lieu of unpenetrated fire walls, sprinklers will be required. (9) Signage must be coordinated with the ruling of the Zoning Board of Adjustment regarding Ashford Square, the Planning Staff and the Legal Department. (10) Any off - premise parking provided to meet parking requirements for a project should be figured in the landscaping requirement, and points provided accord- ingly. The off - premise parking areas should be landscaped as part of this project. Continued on page 2 P.R.C. - 84 -431 12 -5 -84 page 2 (11) Provide a revision to the master drainage plan indicating how this project complies with that plan. Any changes to an approved site plan must be cleared through the Office of the Director of Planning. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Preliminary Plat - Haney- Highway 6 Subdivision (84 - 316) A Presubmission Conference was held on this date to review the above men - tioned plat, and staff recommends approval with the following conditions:* (1) Extend the Private Access easement between Lot 1 and Lot 2 Block B to Lot 3 to accommodate emergency access. (2) Separate utility easements from access easements in all cases. (3) Require a 15 ft. utility easement on at least one side of access easements. (4) Note on plat is included to inform any and all developers of this land that the size of the 6" sewer line must be increased by the developers should demands exceed the capacity of this existing 6" sewer line. (5) All water lines must be a minimum of 8 inches in diameter. (6) Public utility easements will be required to accommodate utility service to each tract when locations of service are determined. Widths of these easements will be determined when service require- ments are determined. These easements must be shown on the Final Plat. (7) If guy wires are required for overhead utility service, easements to accommodate guys will be required. Include a note on the plat to this effect. (8) LIMITED SIGNAGE: For the purpose of detached signage, Lot 1 Block A and Lots 1 &2 Block B will be considered as one premises; therefore, only one detached sign will be permitted for the total development. Lot 3 Block B will be considered separately. INCLUDE THIS NOTE ON THE PLAT. SUBMIT 10 COPIES AND REPRODUCIBLE OF REVISED PLAT TO PLANNING DEPARTMENT BY 5:00 P.M.
