John Goff, GTE Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Columbia Park - 83 -453 The P.R.C. met on this date to review revised plans for the above mentioned project and recommends approval with the following conditions:* (1) The City Engineer expressed disagreement with the location of large trees in easements due to problems with maintenance in the future. (2) A minimum 25 ft, radius is required on the driveways from the Frontage Road. (3) Show all setback dimensions from property line to curbing for parking lot. (4) Designate "Fire Lanes" around perimeter of all buildings. (5) Fire hydrants must be located within 300 feet of all parts of every building as the hose lays. An additional hydrant will be required at a location indicated to Mr. Glatts by Mr. Porter. (6) Additional dumpsters will be required and located as approved by the Director of Public Services, (7) Sprinklers are required in buildings. (8) Electrical requirements and services to buildings must be worked out with the Electrical Department. (9) Show the location of existing utility poles (either on this property or adjacent to the property line). (10) Show the total number of parking spaces and give a "typical" dimension. (11) Show all existing easements; a minimum of a 10 foot easement is required along the Frontage Road and also along the west property line. (12) A Drainage Report and Grading Plan is required for this project. Refer to P.R.C. report dated 12 -1 -83. Continued on page 2 P.R.C. Report - 83 - 453 12 -14 -83 page 2 (13) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (14) Show the actual proposed landscaping. Include clear legends for each type of vegetation, including caliper size for trees, gallon size for shrubs, and type and application of groundcover. (15) Easements for water lines to fire hydrants will be required. *Any changes to the approved site plan must be cleared through the office of the Director of Planning. John Goff, GTE Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - University Title Office Building - 83 -456 The P.R.C. met on this date to review the above mentioned project, and recommends approval with the following conditions:* (1) An all weather surface is required for a temporary turnaround to accommodate emergency /service vehicles at the deadend of the driveway. (2) The 12'x12' dumpster pad should be angled to allow directional pickup; maintain islands and screening on either side of dumpster pads. Power Engrs, John Goff, GTE Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Revised for Southwest Place - 83 - 455 The P.R.C. met on this date to review the above mentioned revised plans and recommends approval with the following conditions:* (1) Show the driveway dimensions on the east side of the building. (2) Suggestion was made by P &Z Representative to include additional landscaping at the rear of the building to help with screening from any future development adjacent to this project. Zoning Official Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Alfredo's Tacos Al Carbon - 83 -448 The P.R.C. met on this date to review the above project and recommends the following: (1) Number the actual available parking spaces, (2) Show all dimensions including front setback, side setback, parking spaces, islands, etc. (3) Include some type of separation between those parking spaces which overlap into other parking spaces. (4) Create an island between the last parking space off the alley to the north and the alley itself. (5) Show the dimensions from the edge of awnings to property line and from the edge of the building to the property line. (6) Create a short turn around (maximum depth of 5 ft.) which is needed for the parking spaces behind the building and along the west edge of the existing parking lot. This will eliminate approximately 3 parking spaces. Suggest creation of an island between the existing parking lot, and the parking spaces heading in from the alley to the east. (7) Include handicapped parking spaces as required by the City Building Code. (8) A fire protection sprinkler system will be required in the restaurant if it is in excess of 5,000 sq. ft. (9) Include some canopy trees in landscaping plans; ordinance 850 requires one tree every 30 feet, and one in each island. It should be noted that the Planning and Zoning Commission does not consider crape myrtles to be trees. Show caliper of trees; gallon size of shrubs; application and type of groundcover. (10) Locate all existing trees which will be saved. Continued on page 2 P.R.C. Report 83 -448 12 -14 -83 page 2 (11) A grading plan and drainage report are required. See P.R.C. statement attached. (12) The site distance triangle at the corner of University and Stasney must be kept clear between 3 feet and 6 feet from the ground. (For a distance of 20 ft. each way from the corner). (13) A 6" raised curb is required around all edges of all new parking areas. Curb detail to be approved by the City Engineer. (14) Show existing street curbing, (15) At least two dumpsters will be required (12x24 ft. pad mininum). Show location of dumpsters (which has been approved by the Director of Public Services) on the site plan. (16) Show the location of the nearest fire hydrant. A fire hydrant must be located within 300 feet of all parts of the building as the hose lays. (17) It should be noted that this project would require approximately 85 parking spaces, plus spaces for employee parking, to meet requirements of Ordinance No. 850. Requests have been filed for variances before the Zoning Board of Adjustment regarding parking and setbacks and will be heard following action by the Planning and Zoning Commission. Any changes other than the above recommendations made to the site plan must be cleared through the office of the Director of Planning.
