Subject: Preliminary Plat - Timber Ridge Addition
2nd Installment (10.97 acres)
A presubmission conference was held on this date. Staff recommends approval
with the following conditions:
1. The developer should contact David Pullen and Bennie Luedke about
sewer service for Blocks 5 and 6. The existing line may not be
adequate for service.
2. A 15' utility easement is needed on Lot 12, Block 1 along Rhett
Butler Drive. A 20' utility easement is needed along the eastern
property line of Lot 15, Block 6. Further study may require
additional easements depending on the route of a needed major feeder
from Harvey Road to the Carter's Grove area.
3. Blocks 1 and 4 already have underground electrical service provided
in an earlier phase. They will be responsible for the additional
charge based on front footage for underground service.
4. The staff recommends approval of variances for the minimum required
centerline radius of curves around the unplatted Bruce Fisher tract
and the curve at the eastern end of the subdivision to miss the
unplatted Thomas Markee tract.
5. The staff also recommends that the City Council abandon the right -
of -way for Westover and Berkeley south of Dominik. These are now
only "private driveways" maintained by the City and serve no public
purpose.

SUBJECT: Parking lot plan - Block B Culpepper Plaza Subdivision
The PRC met with Mr. Morgan on Tuesday, October 4, 1983 to review the proposed
plan for a 5265 square foot restaurant and a 10,500 square foot general commercial
building. We recommend approval with the following conditions:
1. Delete the Harvey Road curb cut.
2. Widen the existing Harvey Road curb cut at the service drive to
Culpepper Plaza. Improve the access from Block B to this curb cut
by enlarging the end island and providing a nine foot wide island
with screen fence and landscaping along the west property line of
Block B to create a 24 foot wide "curb cut" between Block B and
Culpepper Plaza.
3. Delete access from Block B to the rear warehouse service area of the
office - warehouse project north of this site.
4. Move the 10,000 square foot building 20 feet south away from the
property line and dedicate a 20 public utility easement there.
5. Move the Kyle curb cut south but maintain a 200 foot separation from
the Harvey Road right -of -way.
6. Provide a six foot minimum walk in front of the 10,000 square
foot building instead of four feet.
7. Relocate the dumpster and screen with landscaped islands and screen
fence as discussed.
8. Add a fire hydrant at the Kyle St. curb cut.
9. Show sign location.
10. Show existing easements and waterline.
11. The restaurant must be sprinklered.
12. The flood development problems should be solved with the City Engineer
'prior to P & Z review.
13. Water service must come from the 18" line on Harvey Road near the
Kyle St. intersection. The developer should contact Bennie Luedke
soon becuase of the considerable delay involved with this size line.
14. Tree caliper should be shown along with details about ground cover.
Additional landscaping is needed around the retail building.
15. Indicate seating capacity of the restaurant, parking required, and
parking provided. There is some concern about the parking capacity
without some guarantee concerning the actual use of the 10,000 square
foot building. This building should not allow restaurants, night
clubs, theaters, game rooms, or similar uses.
16. A 6" raised curb is required around all edges of all parts of all
paved areas without exception. Curb detail to be approved by the
City Engineer
NOTE: ANY CHANGES TO THE APPROVED PLAN MUST BE CLEARED THROUGH THE OFFICE
OF THE DIRECTOR OF PLANNING, PRIOR TO MAKING THOSE CHANGES
Submit 10 copies of the revised site plan to the Planning Division by 5 p.m.
on Oct. 14 to be included on the P & Z agenda Oct. 20.
