SUBJECT: Preliminary Plat - One Lincoln Place (9.03 acres) 83 -311
A Presubmission Conference was held on this date to review the above plat.
Staff recommends approval with the following conditions:*
(1) If utility easements extend to adjacent tracts, provide a Separate
Instrument to cover.
(2) Show a 20 ft. access easement adjacent to the wall on the north side
of Lot 2, with a 20 ft. utility easement adjacent to the access easement
on this same lot.
(3) There will be a drainage easement in these tracts on Lots 1 & 2 which
will be described later and will depend upon the site plan presented
for the lots.
(4) The Cedar Creek Drive right -of -way will have to be a 70 ft. R.O.W. with
a 500 ft. radius according to subdivision regulations.
Any changes to the approved plat must be cleared through the Office of the
Director of Planning.

SUBJECT: Parking Lot Plan - Philip Blackburn, Inc. Office Building 83 -434
The P.R.C. met on this date to review the above plan, and recommends approval
with the following conditions:-`
(1) Put revised plan on 24x36 paper.
(2) On the Vicinity Map, show the platted commercial subdivision, as well
as the vicinity of the subdivision as it relates to adjacent area.`-`
(3) Show the sanitary sewer lines, including how this facility will be handled.
(4) Director of Public Services (Alfred Miller) will be required to approve
or designate the location of the dumpster.
(5) Before the Certificate of Occupancy is issued, the fire hydrants will have
to be installed and be operable.
(6) All islands must be 9 ft. in width.
(7) A true screen fence, rather than the chain link fence with redwood slats
around the dumpster is recommended.
(8) Location shown for transformer is incorrect.
(9) Landscaping notes are inadequate; suggest more landscaping, as well as
more exact notes which include size and type of trees and shrubs, as well
as type and method of planting groundcover.
(10) The entire driveway between this project and the project to the south must
be shown on the plan, and built with this project.
(11) There must be a fire hydrant within 300 feet of all parts of all building,
as the hose lays.
(12) A 6" raised curb is required around all edges of all parts of all paved
areas without exception. (To include islands, planting areas, access ways,
dumpster locations, utility pads, etc.) Curb detail to be approved by the
City Engineer. No exceptions will be made for areas indicated on site plan
as "reserved for future parking ".
(13) A sidewalk adjacent to 18 ft. parking spaces must be 6 ft. in width.

(14) Show all dimensions (setback, island widths, sidewalks, parking spaces,
etc.
(15) Prior to C.O., the City Engineer requires a letter from the Storm Drainage
System Engineer certifying significant compliance to the Drainage Systems
Plan.
(16) Handicapped parking spaces must be 12 ft. in width, and will not fit as
shown on the east side of the project.
(17) A letter requesting underground utility service must be provided to the
Electrical Department.
(18) The 14 ft. setback as shown is in the parking easement, and the parking
shown for this project is not in the platted parking easement. Either
this plan or the plat must be changed.
(19) Drainage must be handled between the curbing at the street edge and the
curbing at the edge of the parking easement. Please indicate how this is
to be done on site plan.
(20) The Fire Department has recommended that the access into this project
from the access which parallels Southwest Parkway be made wider than the
20 ft. driveway which is shown.
*Any changes to the approved plan must be cleared through the Office of the
Director of Planning.

SUBJECT: Parking Lot Plan - Professional Office Park - 83 -435 (located on part
of Lot 16, Lakeview Acres)
The P.R.C. met on this date to review the above mentioned plans and recommends
approval with the following conditions:*
(1) Include a location map on the plans.
(2) Show the dimensions of all islands (typical is 9 ft.)
(3) Two fire hydrants, one on the south property line and one adjacent to
the building in an island on the north side of the building have been
recommended by the Fire Department. All parts of all buildings must be
within 300 feet of a hydrant as the hose lays.
(4) Utility easements as required can be handled by Separate Instrument.
(5) Include landscaping notes which indicate type and size of trees and shrubs,
both existing and proposed, as well as type and application of groundcover.
(6) Drop the curbing back 2 ft. to make 18 ft. parking spaces with a 2 ft. over-
hang.
(7) Redesign will cause the loss of one parking space on the southeast corner of
the building which might possibly be picked up on the northwest corner of
the parking lot.
(8) All curbing must be designated as Fire Lanes.
(9) Show existing easements and any easements as required for utilities. See
City Engineer for on -site easement requirements.
(10) Director of Public Services, Alfred Miller, must designate or approve any
dumpster location.
(11) Meet with the Electrical Department and GTE to discuss utility requirements.
(12) A grading and drainage plan will be required, Please refer to PRC drainage
statement which was provided at meeting.

SUBJECT: Site Plan Permit - Cedar Creek Condominiums - 83-512
The P.R.C. met on August 2 to review the above mentioned project and recom-
mends approval with the following conditions:-
(1) A drainage study is required, including run -off control up to 100 year.
(2) Overhang for cars is a minimum of 2 ft., and this must be allowed in
areas where 18 ft. spaces are used.
(3) Show all dimensions; include area between buildings, islands, setbacks,
sidewalk widths, etc.
(4) The sidewalk between the end of an 18 ft. parking space and a building
must be 6 ft. in width, to allow for the 2 ft. overhang necessary for
cars.
(5) Fire hydrants must be located as designated by Fire Department and must
be within 300 feet of all parts of all buildings, as the hose lays.
(6) Show all utility easements.
(7) A utility easement is required across the north side of this tract. Check
with Electrical Department concerning amount needed.
(8) All island ends and curbing thoughout this project will have to be
designated as Fire Lanes.
(9) It will be necessary to create an access to the drainage ways. Please
contact the City Engineer regarding both these accesses and the drainage
easements required which will be determined following the drainage study.
`Any changes to the approved site plan must be cleared through the Office of
the Director of Planning.

SUBJECT: Conditional Use Permit - St. Thomas Aquinas Catholic Church 83 -707
The P.R.C. met on August 2, 1983 to review site plans for the Conditional Use
Permit for the above mentioned project, and recommends approval with the fol-
lowing conditions:*
(1) Present plans on 24x36 paper.
(2) Update the Location Map.
(3) All curbs must be marked Fire Lanes.
(4) A 6" raised curb is required around all edges of all parts of all paved
areas without exception. (To include islands, planting areas, access
ways, dumpster locations, utility pads, etc.) Curb detail to be approved
by the City Engineer. No exceptions will be made for areas indicated on
site plans as "reserved for future parking ".
(5) The drive at the east end of the project must be 23 ft. in width, and
marked as a Fire Lane.
(6) All off -site easements for utilities must be obtained by the developer.
(7) Fire hydrants must be located as designated by the Fire Department, and
must be within 300 feet of all parts of all buildings as the hose lays.
As the site plan is shown, it will be necessary to install 2 hydrants
on -site for the first phase of this project.
(8) Show all utility easements.
(9) Show detailed landscaping including type and size of trees and shrubs,
as well as type and treatment of groundcover.
(10) Check with the Electrical Department concerning electrical requirements.
(11) Drainage and grading plans are required. (PRC drainage statement furnished
at meeting).
(12) Furnish a letter to the Electrical Department requesting underground electric
service.

(13) Widen the access way from the Frontage Road to 36 feet.
(14) Check the parking spaces at the ends of rows; islands should cover the
length of the car; one space at point indicated by Planning Director
may have to be eliminated.
