David Riley, GTE Mr. Green, Homeowners Association Hays Glover Shirley Volk, Planning Technician SUBJECT: Final Plat (83 -210) RESUB.POST OAK FOREST SUBDIVISION Staff cannot recommend approval of this final plat until the City Engineer determines the real traffic impact which will be created by the proposed connection of Forrest Drive with Shady Drive, Fire Department must rule concerning the proposed closing of traffic to University Drive from Forrest Drive. Although this particular plat deals with relocation of several lots, the proposed cul -de -sac or turn - around of Forrest Drive (which will follow if the abandonment of thru- traffic to University Drive is carried -out) should be shown on the plat. Until the above questions are answered, staff does not think this plat is ready to go to the Planning and Zoning Commission to be ruled on. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Grandy's Restaurant - Post Oak Square Shopping Center (83 -411) The P.R.C. met on this date to review the site plans for the above mentioned project, and recommends approval with the following changes:* (1) Islands should be the width and depth of a parking space (9x20) and should be landscaped; identify specific landscaping to be used. (2) Show dimensions of all islands (various shapes and sizes are shown). (3) A 6" raised curb is required around all edgesof all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (4) Dumpster requirements and location must be cleared through the Office of the Director of Public Services (Mac Allen). Gates, typically, are not allowed. 12x12 ft. interior measurements are required per unit. (5) No separate, free standing sign will be allowed. (6) At least 2 2" conduits should be allowed for GTE. *Any changes to the approved site plan must be cleared through the Office of the Director of Planning. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Retail Space (Video Hut), Texas Avenue near Poplar (83 -402) The P.R.C. met on this date to review site plans for the above mentioned project, and recommends approval with the following changes:- (1) Suggest a 4 ft. walkway between parking spaces and building for protection of building. (2) Suggest removal of the sidewalk from the front of the building leading directly to Texas Avenue (for safety reasons). (3) Suggest putting the 6" raised curbing 2 ft, off property line between this property and the neighboring property to serve as wheelstops. (Parking spaces, then, will only have to be 18 ft. long, plus the addition of the 2 ft. overhang). (4) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plat as "reserved for future parking ". (5) Show the existing utility easement (between this property and the neighboring); utility service will be to the back corner of this building. (6) Check with the City Engineer regarding the width of the existing curb cut and the proposed width of driveway. (7) A fire hydrant must be within 300 feet of all parts of building as the hose lays. (8) Check with the Director of Public Services (Mac Allen) concerning trash pickup. In the event property is sold in the future, provisions for dumpster will have to be made. Any changes to the approved site plan must be cleared through the Office of the Director of Planning. Provide 2 copies of corrected site plan prior to applying for Building Permit. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Site Plan Permit - Villas of Chimney Hill (83 - 503) The P.R.C.met on this date to review site plans for the above mentioned project, and recommends approval with the following changes:* (1) The proposed 6 ft. wall in the drainage easement will only be allowed if the centerline of the drainage area allows 12" clear under the fence and above the grass line to 0" at the side of the area. INCLUDE A CROSS SECTION OF THE WALL PLAN SHOWING THE DRAINAGE (CLEAR) AREA ON SITE PLAN. (2) Include a note regarding the specific type of ground cover proposed. THE P.R.C. ONLY REVIEWED SITE PLANS FOR 3 TYPICAL UNITS. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Basic Plumbing Supply Ofc /Warehouse (83 -410) The P.R.C. met on this date to review the site plans for the above mentioned project, and recommends approval with the following changes:* (1) Show the required parking spaces and the parking spaces provided. (2) Furnish drainage plans to the City Engineer which include the existing rate of runoff, the rate of runoff after construction, contour lines, both existing and final. (3) Suggest the paved areas be thicker than the proposed 4" concrete. (4) The utility design may require future easements. Maintain a 15 ft. clearance from the centerline of utility poles to any building. Locate all existing utility poles on the plan. (5) Public access easements cannot be blocked. If relocation of access easement cannot be confirmed and approved (across rear of property), the proposed fence may have to run along easement line rather than property line. (6) Change configuration of curb cut because as shown, it intrudes on neighboring property. (7) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (8) Check with the Director of Public Services (Mac Allen) concerning dumpster requirements and location of dumpsters. (9) Furnish additional information on location map. (10) Electrical service will be ganged at one point. (11) Check with Zoning Official concerning sign size, height and location, all which must conform to ordinance. (12) Location of telephone service will be similar to the electric service, with conduit provided as specified. David Riley, GTE Tony Jones, Developer Larry Wells, Engineer Shirley Volk, Planning Technician SUBJECT: Preliminary Plat - Villa on the Rio Grande (83 -302) Staff recommends approval with the following changes`: (1) Add to the Notes at the bottom under Lots 1 -11 "apply R -la Regulations" Lots 12 -17 " R -3 " (2) Check with Fire Marshall concerning location of fire hydrants and coverage of units. (3) Lot 17 is an R -3 lot; it has less than 100 ft. along one side, however the area of the lot appears to be satisfactory. The applicant is requesting a variance to the minimum required depth for this lot on one side due to the configuration of the tract. The staff would not oppose the variance request. *Any changes to the approved plat must be cleared through the Office of the Director of Planning. Parking spaces must be 9x20 typical, and marked. If this area is not paved, these spaces cannot be open to public use, and cannot be counted toward required parking. (14) Check fire hydrant location; clear with Fire Marshall. *Any changes to the approved site plan must be cleared through the Office of the Director of Planning.
