GTE Representative Shirley Volk, Planning Technician SUBJECT: (82 -416) Office /Retail Building by Jan -Wic Homes, Inc. located on Welsh The P.R.C. met to discuss the "as built" plans and the plans which had been approved by the P &Z, but which were not the same. After discussion of the actual 4' -0" setback instead of the required and approved 8' -0" setback, the safety and asthetic reasons for the 8' -0" requirement, and Mr. McKean's statement that an error had been made for which he apologized, the City Engineer (David Pullen) and Chairman of the P &Z (Jim Behling) indicated that in their opinion, the 4' -0" setback which is provided is acceptable, and they can recommend to the P &Z the "as built" plans be approved. Their reasoning is that they believe an error has been made. Mr. Mayo disagreed with this recommendation, because when the developer was ques- tioned about the error, he admitted that the dimensions on the original site plan had never been adjusted after the P &Z required the eight foot setback. A suggestion followed by the Assistant Zoning Official that if the "as built" plans are approved, the developer perhaps would be required to provide more intensified landscaping on a berm along this front setback to compensate for the lace of space provided. sjv CA City of College Station P OST OFFICE BOX 9960 1 101 TEXAS AVENUE COLLEGE STATION, TEXAS 77840 February 1, 1983 MEMORANDUM TO: Jimmie E. GTE Representative Shirley Volk, Planning Technician SUBJECT: Site Plan Permit - 2 Four Plexes, Sara Dr. & Longmire (83 -501) After review of a revised site plan, the P.R.C. recommends this project be redrawn, incorporating the following changes listed below, and presentation to staff for review and approval: (1) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster location, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (2) Driveway & parking between the 2 buildings must be in a driveway /parking easement provided by Separate Instrument. (3) Suggest shifting building toward Longmire and moving parallel parking from the rear of that one building and make head -in parking toward the building off the driveway between the buildings. (4) Show caliper of trees. (5) Show location map. (6) Utility easements, location, size and type of utilities to be shown on plan. Information will be furnished by the City upon request. (7) Some kind of screening between the parking area and the street will be required; suggest a fence or berm with shrubs. Present 2 copies of redrawn plan to Planning Staff for review. sjv ♦�� City of College Station POST OFFICE BOX 9960 1 101 TEXAS AVENUE \ / COLLEGE STATION, TEXAS 77840 February 1, 1983 MEMO TO FILE The P.R.C. met on this date to discuss the plan for the Cherry Street Apartments as presented by E. Earl Merrill, which was recently denied by the Planning & Zoning Commission. The City Engineer, David Pullen, advised that there would not be any problem with the sewers or water availability in this area caused by an addition this small, according to the consultants. Mr. Mayo & Mr. Behling both stated that the plan proposed represented extreme over -use of the small lot. Mr. Mayo explained the City's position on this area is that a recommendation to rezone the area to Medium Density Residential is being made, as the current zoning of R -6 creates too much density for this particular area, and in fact, the entire Northgate area needs to be down - zoned. Mr. Merrill asked what could be approved, and Mr. Behling advised he could not answer that without seeing a plan, but he personally could not give his approval to a plan which included paving from property line to property line, and suggested a re- design of the project consisting of fewer units. Mr. Mayo advised that 2 parking spaces provided would be preferred for each unit rather than the minimum required by ordinance due to the already troubled parking in the vicinity. Mr. Merrill asked if a plan showing 10 units could be approved, and he was advised that the P.R.C. will be willing to review any new project he proposed. GTE Representative Shirley Volk, Planning Technician SUBJECT: (83 -405) Creekside Retail Center, Lot 1 UP II on East University Drive The P.R.C. met on February 1, 1983 to review the above mentioned project, and recommends approval with the following conditions:* (1) The City Engineer stated the City Council will have to rule on the City's plans concerning a federal flood plain ordinance concerning the realignment of channels and the responsibility to assure proper maintenance of these channels before he can consider a site plan for this project. After Council rules, the City Engineer will have to confer with the project drainage engineer concerning this project. (2) Show the location of utility easements, and lines, sizes, etc. of utilities in these easements. Information will be furnished by the City upon request from the developer. (3) Furnish setback measurements to wooden decks. Owner must be aware of the fact that if the City needs to get to the rear of this property and the deck is in the setback, the deck may have to be removed. (4) Decks which encroach setbacks shall not be covered. (5) Show all setbacks, including that in front of project. (6) Length and width of islands must be shown. If all islands are standard, a general note will suffice; any odd shaped islands are to be treated indivi- dually. (7) Creation of a drive- through in front of Building B by relocation of islands has been suggested. (8) Also suggested is the creation of a 4 ft. island to separate head -in parking spaces rather than using wheel stops, (9) Show an alternate design of the area of the northern most driveway. (10) All curbed areas to be marked as Fire Lanes on the revised plans. (11) Any restaurant over 5000 sq. ft. must be sprinklered; any other building 15,000 sq. ft. or over must be sprinklered. (12) Show adjacent lots in the areas where the driveways connect. P.R.C. 83 -405 Creekside Retail Center February 1, 1983 page 2 (13) If this retail center is one continuous building, only one electrical service can be provided. There is a junction box already located. If underground service is desired, a request for same by letter must be made which should include an estimate for load requirements. (14) A 6" raised curb is required around all edges of all parts of all paved areas without exception. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (15) Check with Mac Allen, Director of Public Services concerning size and loca- tion of dumpsters. A minimum of 50 ft. of manuvering spaces is required for 32 ft. trucks to back up to dumpsters. Also need a minimum of 12'x12' clear inside area for dumpsters. SUBMIT 10 COPIES OF REVISED PLAN TO THE PLANNING DEPARTMENT BY 5:00 P.M. ON FEBRUARY 11th TO BE INCLUDED ON THE P &Z AGENDA FEBRUARY 17th. sjv
