The Building and Standards Commission may seek advice from its attorney regarding a pending and
contemplated litigation subject or attorney- client privileged information. After executive session discussion,
any fmal action or vote taken will be in public. If litigation or attorney - client privileged information issues
arise as to the posted subject matter of this Building and Standards Commissionmeeting, an execultive session
will be held.
This building is wheelchair accessible. Handicapped parking spaces are available. Any request for sign

AGENDA ITEM NO. 1: Call meeting to order.
Chairman, Dan Sears, called the meeting to order.
AGENDA ITEM NO. 2: Consider request for absence for member
Cannon Perdue.
Dan Sears asked if anyone would like to make a motion.
Frank Cox motioned to approve the absence.
Glen Thomas seconded the motion.
The motion passed unanimously, (5 -0)

Frank Cox seconded the motion.
The motion passed unanimously, (5 -0).
AGENDA ITEM NO. 5: Consideration of a report recommendation by the
Building Official concerning the condition of the
structure located at 1201/1203 Georgia Street (Lot 7,
Block 10, McCulloch Addition, College Station, Texas).
Dan Sears asked staff to brief the Commission.
Lance Simms, Building Official, took the floor. Lance told the Commission that
due to legal notification issues he recommends the issue be tabled. Lance stated
that he could re- notify and schedule another meeting at a later date to consider
the issue. He said that a representative from the legal department was present
should the Commission have any questions regarding the notification issue.
Dan Sears asked if anyone would like to make a motion.
Glen Thomas made a motion to table the issue until proper notification is made.
Larry Patton seconded the motion.
The motion passed unanimously, (5 -0)

Staff Report
Item: Public Hearing, discussion and possible action concerning the condition of a
structure located at 1201/1203 Georgia Street (Lot 7, Block 10, McCulloch Addition,
Brazos County, Texas).
Item Summary: This case involves a vacant duplex that is open to the public due to
numerous broken windows. An inspection of the premises on 19 November 2002 also
revealed the following code violations:
1. Sanitary facilities (sinks, lavatories, tubs, showers, and water closets) are not
connected to an operational water source, in violation of the 2000 International
Property Maintenance Code.
2. Required plumbing fixtures are not connected to an operational water heater capable
of providing adequate hot water, in violation of the 2000 International Property
Maintenance Code.
3. Electrical outlets, fixtures, and receptacles are not properly connected to a source of
electrical power, in violation of the 2000 International Property Maintenance Code.
4. Windows are damaged so that the building envelope is not weathertight, in violation
of the 2000 International Property Maintenance Code.
5. The structure has not been maintained in a sanitary condition, in violation of the 2000
International Property Maintenance Code.
6. The structure does not have adequate heating facilities, in violation of the 2000
International Property Maintenance Code.
7. The cooking equipment is not connected to a power source, in violation of the 2000
International Property Maintenance Code.
8. The structure does not have operable smoke detectors, in violation of the 2000
International Property Maintenance Code.
Staff recommendation: Due to the aforementioned conditions, Staff recommends that
the Commission declare the structure unsafe. Furthermore, Staff recommends that the
Commission order the owner to secure the structure against unauthorized entry within 30
days for the following reasons:
1. The structure is substandard and unfit for human habitation and a hazard to the public
health, safety and welfare; and
2. The structure is unoccupied and unsecured from unauthorized enter to the extent that
it could be entered or used by vagrants or other uninvited persons as a place of
harborage or could be entered or used by children.

lic hearing on March 24, 2003 and determined that the 0,/e. L

FINDINGS AND ORDER
BE IT REMEMBERED THAT ON March 24, 2003, The City of College Station's
Building and Standards Commission conducted a public hearing regarding the structure
located at 1201/1203 Georgia Street, College Station, Texas.
After considering the evidence presented, the Commission finds that the structure
referenced above:
I is an unsafe structure due to the following violations:
Having found the structure to be unsafe, the Commission also determined that the
structure:
is dilapidated, substandard, or unfit for human habitation and a hazard to the
public health, safety and welfare.
