Rhodes, Holt; City Attorney Sandstedt; City Manager Boswell.
Visitors present: N. B. Bardell, J. T. Golding, V. F. Davis, Raymond Nolen,
Mrs. Homer Norton, D. A. Anderson.

City Secretary Manning was excused from this meeting.

A public hearing on the question of rezoning Lots 2 and 3. Block 2, of the
Kapchinski Addition was called by the mayor. There was no discussion of the
Uj question, and the mayor declared the public hearing closed.
< On motion by Councilman Holleman, seconded by Councilman Orr, Ordinance
a- No. 4", an ordinance rezoning Lots 2 and 31 Block 2 of Kapchinski Addition from
CZ5 District No. 11 First Dwelling House District, To District No. 4. First Business
District, was approved.
On motion by Councilman Orr, seconded by Councilman Boyett, the final plat
0 of the Ridgefield Addition, Section 1, was approved and the mayor authorized to
0 sign same for the city.

The City Attorney offered for the council's consideration an ordinance
amending Ordinance No. 356 to provide a penalty clause.
On motion by Councilman Orr, seconded by Councilman Rosprim, Ordinance No.
445, an ordinance amending Section II of Ordinance No. 356, was passed and
approved and ordered published.
On motion by Councilman Orr, seconded by Councilman Rosprim, the auditor's
report for the fiscal year ending June 30, 1965, was accepted.
On motion by Councilman Holleman, seconded by Councilman Orr, the bid of
the Address 0 Graph Multi -graph Corporation in the amount of $5631.72 for one
Modern 63111. Graph 0 Type Machine was accepted.
Mr. J. T. Golding of the Humble Oil and Refining Company presented an oral
request to the council for permission to increase the capacity of underground
storage tanks for gasoline at its service stations with the city. After
considerable discussion the city attorney was instructed to prepare an ordinance
L� permitting an increase in the volume of storage tanks and to have such ordinance
ready for a meeting of the council at 5:00 p.m. December 16, 1965.
Councilman Holleman discussed the question of providing for additional
through thoroughfares within the area of the city lying generally south of Jersey
Street. A copy of his remarks, together with maps and sketches accompanying
same, was filed with the city secretary for future reference.
Ld On motion by Councilman Orr, seconded by Councilman Holleman, the city
manager was directed to file a copy of Councilman Holleman's remarks and the

study and consideration. Councilman Rhodes voted no on the motion.
The question of possible adjustments in median strips along Highway 6
CQ within the city limits was discussed at length.
On motion by Councilman Orr, seconded by Councilman Holleman, a resolution
concerning this question was adopted and the mayor directed to send a copy of
Ljj the resolution to the district highway engineer. The resolution was made a

U-turns on State Highway 6 at Francis Drive in Collb.ge Station to return northward
on State Highway 6 to South Walton Access Road and the business houses along
said road, and
Whereas, South"Walton Access Road is a dedicated street serving several business
establishments, and
'hereas, it appears to be a common practice to provide left-hand turn facilities -

Whereas, the distance between the intersection of South Walton Access Road

is equal to or greater than the distance between the intersection of Poplar
Street at State Highway 6 and the intersection.of FM Highway 60 at State Highway

Street has proved to be safe and adequate; therefore)

To construct, at his earliest opportunity, left turn.f acilities for southbound
traffic on State Highway 6 at South -Walton Access Road in a design similar to
those presently in service on State Highway 6 at Poplar Street in College
Station, Texas.
On motion by Councilman Orr, seconded by Councilman Holleman, the mayor
was authorized to sign a contract with the city of Bryan for the purchase of
electric power and water and for the treatment of sewage in that part of the
city which lies generally north of FM 60; said contract to be effective at
the time of signing by both parties and to extend over a period of five years,
The vote of the council was unanimous on this motion.
The city council set the hours of 2:00 to 5:00 p.m., December 16, as the
time for the annual Christmas open house, and the hour of 5:00 P.M. on that
date for the December meeting of the council.
The council adjourned subject to call.
