Notice is hereby given that a quorum of the meeting body will be present in the physical location
stated above where citizens may also attend in order to view a member(s) participating by
videoconference call as allowed by 551.127, Texas Government Code. The City uses a third
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.
1. Call meeting to order and consider absence requests.
2. Hear Visitors.
At this time, the Chairperson will open the floor to citizens wishing to address issues not already
scheduled on today's agenda. Each citizen’s presentation will be limited to three minutes in order to
allow adequate time for the completion of the agenda items. Comments will be received and city staff
may be asked to look into the matter, or the matter may be placed on a future agenda for discussion.
A recording may be made of the meeting; please give your name and address for the record.

factual information or the recitation of existing policy may be given. Any deliberation shall be limited to
a proposal to place the subject on an agenda for a subsequent meeting.

Adjournment into Executive Session may occur in order to consider any item listed on the agenda if a
matter is raised that is appropriate for Executive Session discussion.

September 9, 2024

AGENDA ITEM NO. 1: Call to Order and consider absence requests.
Chairperson Cunha called the meeting to order at 3:30 p.m.
AGENDA ITEM NO. 2: Hear Visitors.
David Moody Visitor to College Station, stated that he was visiting his grandchildren
here from Lubbock, Texas. He expressed how he loves riding on Lick Creek Park and said that he
had ridden over 900 miles there in the past 4 months. He added that he would love to see more like
that, but he did not notice much action.
AGENDA ITEM NO. 3: Agenda Items.
AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting
minutes.
Board Member Jang motioned to approve the meeting minutes from May, Board Member
Madewell seconded the motion, minutes were approved 5-0.

an update of the Bicycle, Pedestrian, and Greenways Master Plan

Senior Planner DiMeolo presented this item.
Chairperson Cunha mentioned that she appreciated staff showing the changes over time on the
slide demonstration. She liked that the bike routes were shown as going down because some were
converted into shared-use paths.
Chairperson Cunha asked if shared-use paths that follow TxDOT roadways would be represented
on the map, like the one on Wellborn Road.
Senior Planner DiMeolo said yes and showed the map where it included Texas A&M property and
everything that is inside city limits.
Coordinator Schubert stated that it would be described as a public network. He said that some of
them are also known as Public Ways and those would be when properties are subdivided and
instead of building a public street that was dedicated to the city, it was a drive by along private
property that has a public easement on it. So, it was not something they could block off or gate.
This was the network that was on public property, but it was owned by TxDot. Whereas a public
access easement anybody can go on it.
Board Member Jang asked what connectivity would be shown on the LTS analysis. And what
would it be based on.
Senior Planner DiMeolo said there was a lot of data that could be added to the LTS analysis by
different departments.
Coordinator Schubert stated that it was data intensive, so staff was still building that out. Most
analysis staff have studied included attributes like speed, volume, number of lanes, separations
and bike lanes.
Board Member Robinson asked if the greenways are not included in this plan will there be a second
plan that does include it.
Senior Planner DiMeolo said that it still be covered in the Comprehensive Plan and Planning and
Development will still be managing it. He said that as projects came in if there was a designated
greenway or natural area, they would make sure it was still protected.
Coordinator Schubert stated that the city had adopted a zoning district called Natural Area
Protection.
Board Member Langlotz mentioned that she appreciated seeing the then and now updates which
showed the progress that has been made. She was also excited about seeing the stress level
component being added to help solve the connectivity issues.
Board Member Madewell agreed that the LTS was really interesting to incorporate into this. He
said a good goal to include would be to improve safety for electric bikes and scooters.

Chairperson Cunha asked what the best practices were for Leading Pedestrian Intervals, (LPI’s).
She said she would love to see something in the Comprehensive Plan about LPI’s. She would also
like to see what the best practice for bike lane markings would be. For example, when bike lanes
disappear, and bicyclist have to ride on the road along with vehicles. She said she would like to
see some consistency on that.
Coordinator Schubert stated that TxDOT is updating their manual and should be completing it by
year 2026.
AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding the
designation of Board members as a voting member and alternate to the Active
Transportation Advisory Panel of the Bryan / College Station Metropolitan Planning
Organization.
Board Member Madewell motioned to designate Board Member Robinson for the month of
September, Board Member Jang seconded the motion, motion was approved 5-0.
The Board decided to discuss this again at the October meeting when all members are present.
AGENDA ITEM NO. 3.4: Presentation and discussion regarding the following items
related to biking, walking, and greenways.
a) Public Meetings of Interest – City Council Meeting September 12, 2024 at 3:00 pm –
Balcones Drive
b) Capital and Private Project Updates – No updates
AGENDA ITEM NO. 3.5: Presentation, discussion, and possible action regarding the
Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings.
Chairperson Cunha recommended to perform an early poll for the October Meeting Board
Member availability due to school holiday coming up.
a) October 14, 2024 ~ Bicycle, Pedestrian and Greenways Advisory Board Meeting

A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject

Board Member Langlotz asked for an update on the status of the Safe Passing Ordinance.
