Visitors Present: Don Ballard, D. A. Anderson, Herbert Shaffer, J. E. Robbins, William B. Moon, Keith Cowan, Will K. Gibbs, Fd Garner, J. Loupot, Robert Piwonka, Jr., J. P. Dobyne, Jr., Elton Jones, Robert Stewart. On motion by Councilman Orr, seconded by Councilman Holleman, Councilman Holt was excused from this meeting. Minutes of previous meetings were approved. On motion by Councilman Orr, seconded by Councilman Rhodes, Ordinance No. 422, an ordinance ordering a general municipal election in the city of College Station on Tuesday, April 6, 1965, for the election of three councilmen, fixing the time, place and manner of holding the election and appointing judges and clerks thereof, was approved. `r On motion by Councilman Holleman, seconded by Councilman Rhodes, Ordinance No. /x.23, and ordinance appointing a Board of Equalization for the year 1965, was approved. On motion by Councilman Orr, seconded by Councilman Rosprim, the official audit report for the fiscal year ended June 30, 196/., was approved. On motion by Councilman Holleman, seconded by Councilman Rosprim, requests for changes in zoning were referred to the City Planning and Zoning Commission for its recommendation. Councilman Rhodes raised the question of closer coordination between the Planning and Zoning Commission, Parks Board, and the proposed Industrial Develop- ment Committee. Following a general discussion Councilman Rhodes agreed to furnish the council a detailed outline of his proposals. The question of adopting a resolution relative to "review of reports on Brazos River and Tributaries, Texas, covering Navasota River Watershed" was discussed at length. Councilman Rhodes offered the following motion: I move that the city council of the city of College Station defer adoption of the resolution approving "the plan proposed by the District Engineer, U. S. Army Corps of Engineers, in his 'Notice of Public Hearing Brazos River and Tributaries, Texas, Navasota River Watershed' dated February 1, 1965," on the basis that the council has not been informed of sufficient details regarding the most recently proposed plans to form a sound judgment as to the reservoir's ability to supply the functions needed and desired by the city of College Station. and requested that this statement be recorded in the official record of the minutes of this meeting, February 22, 1965, and that it be made a part of said minutes, The mayor declared the motion lost for lack of a second. Upon motion by Councilman Orr, seconded by Councilman Boyett, the following resolution was adopted: M; M11 0" WHEREAS, the city of College Station is located in Brazos County in the State of Texas and in the watershed of the Brazos River of which the Navasota River is a major tributary, and WHEREAS, the city of College Station is the seat of the Texas A &.M University system, and WHEREAS, the city of College Station is expected to increase greatly in population in the future due partially to the expansion of the University and partially to expected influx of industries, and WHEREAS, the city of College Station is in great need of an assured source of water to meet its future industrial and municipal needs, and WHEREAS, the District Engineer, Fort Worth District, U. S. Army Corps of Engineers, has developed proposed revised recommendations based on a restudy of his 1961 report entitled "Review of Reports on Brazos River and Tributaries, Texas, Covering Navasota River Watershed," and WHEREAS, the said restudy projects stage construction for the Navasota River Watershed, and WHEREAS, the results of the said restudy proposed revised recommendations are summarized in the District Engineer's "Notice of Public Hearing, Brazos River and Tributaries, Texas, Navasota River Watershed, dated February 1, 1965, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION: That the city of College Station considers the plan proposed by the District Engineer, U. S. Army Corps of Engineers, in his "Notice of Public Hearing Brazos River and Tributaries, Texas, NavasotaRiver Watershed," dated Feb- ruary 1, 1965, to be a logical and reasonable plan for properly phased, optimum development of the water resources of the Navasota River in the interests of water conservation, flood control and other beneficial pur- poses, and to best meet the present and future needs for water of the city of College Station; That the sincere appreciation of the city of College Station be extended to the U.S. Army Corps of Engineers for their intelligent and diligent work toward accomplishment of this project; That the city council of the city of College Station hereby urges the U. S. Army Corps of Engineers to proceed with their above described recommenda- tions as rapidly as feasible. Passed and approved this 22nd day of February, 1965. The vote on the motion was as follows: Mayor Langford, Councilmen Rosprim,, Boyett,, Orr, Holleman (five) aye; Councilman Rhodes abstained from voting. �"' CL! 0 0 M Councilman Rhodes then requested that the following statement be made a part of these minutes: I abstain from exercising my voting privilege as a Councilman on the grounds that the city of College Station has not had sufficient time nor the opportunity to study the specifications, costs, and benefits of the most recently proposed plans for the Navasota River Watershed project to arrive at sound judgment in the best interests of the city of College Station, and That there will be ample time for consideration of a resolution endorsing the proposed plans after the announced public hearing scheduled for March 16, 1965. A request for a review of parking regulations along FM 60 between Nagle Street and Old Highway 6 was presented by the merchants of the North Gate area and discussed at considerable length. On motion by Councilman Orr, seconded by Councilman Holleman, the city attorney was instructed to prepare an ordinance repealing all ordinances or parts of ordi- nances which presently apply to parking along FM 60 between Nagle Street and Old Highway 6 or along Stasney, Tauber, Lodge, Main, and Boyett Streets for a distance of one block north of FM 60. On motion by Councilman Orr, seconded by Councilman Boyett, the city attorney was instructed to prepare an ordinance regulating parking along both sides of FM 60 between Nagle Street and Old Highway 6 and along Stasney, Tauber, Lodge, Main, and Boyett Streets for a distance of one.block north of FM 60, said ordinance to designate a parking limit of two hours along such streets between 9 a.m. and 5p.m. Monday through Saturday. The council directed the city manager to arrange for an early meeting between the council and Homer A. Hunter Associates to review the water study report. The council set a special meeting for 5 p.m., Friday, February 26, 1965, to consider a possible reduction in utility rates for large commercial users. The council adjourned subject to call.
